Michael Ryan Barrett is a federal judge on senior status with the United States District Court for the Southern District of Ohio. He joined the court in 2006 after being nominated by President George W. Bush (R). Barrett retired from full-time service, assuming senior status, on February 15, 2019.[1]

Michael Newman was nominated by President Donald Trump (R) to succeed Barrett on the Southern District of Ohio. Newman was confirmed in 2020.

Early life and education

A native of Cincinnati, Ohio, Barrett earned his bachelor's degree in 1974 and his J.D. in 1977, both from the University of Cincinnati.[1]

Barrett was nominated by President George W. Bush (R) on December 16, 2005, to a seat vacated by Judge Walter Rice. The American Bar Association rated Barrett Substantial Majority Well Qualified, Minority Qualified for the nomination. Hearings on Barrett's nomination were held before the Senate Judiciary Committee on March 29, 2006, and his nomination was reported by U.S. Sen. Arlen Specter (R-Pa.) on April 27, 2006. Barrett was confirmed on a recorded 90-0 vote of the U.S. Senate on May 1, 2006, and he received his commission on May 5, 2006. Barrett retired from full-time service, assuming senior status, on February 15, 2019. He was succeeded by Michael Newman.[1][2][3]

Judge Barrett ruled in favor of a man who wanted to display a Fraternal Order of Police sticker after receiving the sticker from a friend who served on the Lockland Police.

Jasbir Singh, who received the sticker, sued the village of Lockland over a law prohibiting civilians to have police stickers on their cars. The judge ruled that the law violated the First Amendment's guarantee of free expression.[4]
