Michael Bayham
Michael Bayham (Republican Party) is a member of the Louisiana House of Representatives, representing District 103. He assumed office on January 8, 2024. His current term ends on January 10, 2028.
Bayham (Republican Party) ran for election to the Louisiana House of Representatives to represent District 103. He won in the general election on November 18, 2023.
Biography
Michael Bayham was born in Louisiana and lives in Chalmette, Louisiana. Bayham graduated from Holy Cross High School. He earned a B.A. in journalism with a minor in political science and history from Louisiana State University. His career experience includes working as a legislative aide with the Louisiana State Senate and the Louisiana Department of Revenue's Department of Public Affairs. Bayham was elected to the Republican State Central Committee, serving on the executive committee and as secretary, as well as elected St. Bernard Parish councilman, serving from 2001 to 2004.[1]

Bayham ran in the 2011 election for Louisiana House of Representatives District 103. He faced Chad Lauga (D), Cullen Tonry (D) and Ray Garofalo (R) in the primary election on October 22, 2011. Because Louisiana uses a blanket primary system, a candidate can be declared the overall winner of the seat by garnering 50 percent +1 of the vote in the primary. Garofalo and Lauga won the primary election.

2016 Republican National Convention
Bayham was an at-large delegate to the 2016 Republican National Convention from Louisiana. Bayham was one of 18 delegates from Louisiana bound by state party rules to support Ted Cruz at the convention.[2] Cruz suspended his campaign on May 3, 2016. Delegate rules
At-large and congressional district delegates from Louisiana to the 2016 Republican National Convention were elected at the Louisiana Republican Party State Convention. 2016 Louisiana GOP bylaws required district-level and at-large delegates to support the candidate to whom they were allocated through the first round of voting at the national convention. The rules stated that if a candidate "ends or suspends" his or her campaign, the delegates allocated to him or her are no longer bound. Because of Louisiana GOP allocation rules, two at-large delegates were allowed to be elected as uncommitted delegates.

Delegate allocation
Louisiana had 46 delegates at the 2016 Republican National Convention. Of this total, 18 were district-level delegates (three for each of the state's six congressional districts). District delegates were allocated proportionally in accordance with the vote in a given district.[3][4]
Of the remaining 29 delegates, 25 served at large. At-large delegates were allocated proportionally; a candidate had to win at least 20 percent of the statewide vote in order to be eligible to receive any of the state's at-large delegates. In addition, three national party leaders (identified on the chart below as RNC delegates) served as bound delegates to the Republican National Convention. The RNC delegates were not required to pledge their support to the winner of the state's primary.[3][4][5]

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
