Bienz was born in Ft. Wayne, Indiana. He earned a bachelor's degree from Indiana University, Bloomington and a graduate degree from Ball State University. His professional experience includes working as a teacher.[1]

|- For Students: Increase per-pupil funding to the levels of our neighboring states. Lessen the importance of standardized testing (ILEARN).
- For Teachers: Invest 3.7% of Indiana's budget surplus in teacher salaries and in reimbursements for the cost of courses required to teach our students the most rigorous dual credit classes.
- For Indiana: Raise the minimum wage from its current rate of $7.25 to improve quality of life.
