Campaign themes

2016

Cowett's campaign website highlighted the following issues:

A better government: As Governor Baker is fond of saying, we in Massachusetts deserve a state government as good and as creative as we are. On the South Shore, we're justifiably proud that we live where one of the first sustained experiments in self-government began centuries ago. To ensure that the great and noble American experiment of rule by the people continues, we should start by:

  • Insisting lawmakers be provided adequate time to read and suggest changes to bills, especially the state budget, so that the voices of the whole House have the opportunity to be heard.
  • Informing cities, towns, and school districts about minimum local aid funding earlier each year to make the municipal budgeting process smoother and more effective
  • Demanding that both parties be equally represented on ethics committees, so that wrongdoing can be less easily swept under the rug for political advantage.

A better economic climate. While our state's economic situation has gotten somewhat better since the depths of the recession, too many people are still struggling to get by, and Massachusetts still scores too low on measures of competitiveness. We need more opportunities for better-paying jobs, and to be allowed to keep more of what we earn. We can begin working toward those goals by:

  • Keeping tax rates low and government spending in check so that more money stays in households rather than being sent to Boston
  • Shifting assistance programs toward models such as the Earned Income Tax Credit, which creates more incentives to find and keep a job rather than promoting long-term dependence on government

A better education system: Our education system is ranked highly compared with other states, but top-down efforts like Common Core and PARCC will propel us downwards in a hurry. We should also remember that the goal of public education is to shape productive citizens of a free society, not subjects of a distant bureaucracy. Rather than take up the latest fads, we should continue to lead in education by taking steps such as:

  • Restoring rigorous standards for English and mathematics that have helped our children succeed in the past
  • Renewing the MCAS requirement for proficiency in American history
  • Promoting close collaboration between teachers at different grade levels to ensure smooth transitions and continuous learning across a student's educational career
  • Ensuring learning goals are developmentally appropriate, and that students have solid foundation in the basic facts before being asked to proceed to higher-level thinking.[1]
