Ethics complaint
In February 2008, Chmiel was accused of willful misconduct and bringing the office of judge into disrepute. These charges were brought after Chmiel allegedly used his position to help a political ally's brother, holding a special bond hearing for him so that he would not have to spend the weekend in jail.[5]
In 2010, the Illinois Court Commission held proceedings to rule on these hearings and reprimanded Chmiel. There is no state ethics code barring judges from holding special bond hearings, but they are prohibited from allowing their personal relationships to influence them. Chmiel agreed that in retrospect the behavior created the appearance of impropriety and that he was "sorry for all the turmoil he had created."[6]
