Michael Phillips is the Seat 5 representative on the Wauwatosa School District school board in Wisconsin. Phillips won a first term in the by-district general election on April 4, 2017.

Phillips has been involved with the West Allis/West Milwaukee Chamber of Commerce, the Young Professionals of Suburban Milwaukee, and the East Tosa Alliance. He was also a founding member of the Hmong American Peace Academy school. He had his wife have two daughters who attend Wauwatosa schools.[1]

Four seats on the Wauwatosa School District school board were up for by-district general election on April 4, 2017. In his bid for re-election to District 4, incumbent Stan Zurawski ran against challenger Leigh Anne Fraley. Zurawski resigned from the board in February 2017, but his name still appeared on the ballot. Fraley won election to the seat. District 5 incumbent Kristy Casey was defeated by challenger Michael Phillips. District 6 incumbent Sharon Muehlfeld ran unopposed and won another term on the board. District 7 incumbent Brian Bawden did not file to run for re-election, leaving the seat open for a newcomer. Steve Doman ran unopposed and won that seat.[2][3]

Phillips filed an exemption statement detailing he would not spend or receive more than $2,000 toward his campaign. Because of this, he did not have to file additional campaign finance reports.[4]

I am currently employed as a Commercial Banker. Every day I work with complex financial statements, help my cliets through process improvement, and facilitate contract negotiations and executions on behalf of the bank.

What is the difference between the Board’s role in governance and the Superintendent’s role in managing operations?
The School Board provides the framework and strategic plan on which the Superintendent executes.
The School Board should also receive feedback from the Superintendent in a proactive manner around issues that could impact the strategy, governance, or culture that the board is striving to create.

Of all the things the School District is responsible for, what are the three most important to you:
Best prepare students for a successful life after Wauwatosa School District
Hire and retain the most talented staff to prepare these students for success
Give leadership the tools and autonomy to create an environment in which students and staff can perform at their highest level.

What is the Board’s role in achieving the School District’s Mission?
The Board's role is to gather feedback from the stakeholders in the educational system. With that information the Board manages district short and long term goals. The Board establishes and constantly evaluates the strategic plan to achieve those goals. The Board then works with staff to execute on an implementation schedule that ties back to the dynamic strategic plan.
The board also uses the strategic plan as a lens to weigh board decisions and initiatives as they are presented to make sure they fit with the overarching priorities of the district.

What should be the relationship be between the Board and the local community?
The School Board and the community are inexorably tied.
The local community members are stakeholders in our educational system. Their feedback is crucial to ensure the district remains a thought leader and innovator that other districts are measured against.
Communication with local Government should also be proactive. The health of the school is tied to the health of the community.[6]
