Richard served as the Legislative Programs Director and Congressional Information Program Director at the Nuclear Energy institute for ten years before serving as Deputy Secretary of Appointments and Director of the Maryland Energy Administration under former Governor Robert Ehrlich (R). Richard was appointed to the position of Executive Director of the Secretary of Energy Advisory Board at the U.S. Department of Energy in 20015, and later went on to serve as its Deputy Assistant Secretary for Congressional and Intergovernmental Affairs.

In 2008, he left the department to assume a position as Director of Government and Intergovernmental Affairs at the Westinghouse Electric Company. He served in that position until 2015, when he joined Governor Larry Hogan's (R) administration a Deputy Chief of Staff; he served there until his appointment to the commission in 2016.

Richard lives in Fort Washington, Maryland.[1]
