Biography

Michael Willis was born in Tulsa, Oklahoma. He graduated from Sapulpa High School. He earned a bachelor's and a graduate degree from the University of Oklahoma in 2001 and 2004, respectively. His career experience includes working as in government administration, law enforcement, and public relations and crisis management.[1]

I'm a baseball and dance dad. My family and I live in West Tulsa where I have spent most of my life. I have worked in both the government and private sectors for more than 20 years. During all of that time, I have served the community through volunteering and civic affairs in various organizations like the Jaycees, Tulsa's Young Professionals, Leadership Tulsa and several board appointments like the Office of Juvenile Affairs, INCOG, Tulsa Sports Commission, etc.

For nearly 15 years I have served as a reserve law enforcement officer and currently serve as a Tulsa County Reserve Sheriff's Deputy.

In my spare time, I like to be with family and friends. We love being outside whether it's hiking, walking, being at the lake, or even snow skiing sometimes.
  • Customer Service - As Tulsa County Clerk, I and my team have demonstrated our commitment to customer service. In eight years, we've gone from good to great. We constantly strive to make the experience of recording land records to be easy and convenient. Our staff will go the extra mile to help customers and members of the public doing business with our office. As the environment and technology change, we change to keep up. We will always work from a customer focused model as long as I am the County Clerk.
  • Transparency and Accountability - I have worked with Tulsa County leadership to ensure we operate at the highest levels of financial transparency. I have created a transparency portal in partnering with OpenGov to offer all dynamic budget and financial information in real-time, including the Tulsa County check registry, so interested parties and members of the public can search for any financial information of interest. Additionally, we publish all of the information about public business that is being conducted. We not only follow the Open Records and Open Meetings Acts with the information related to meetings and agendas, we list out and provide copies of every business document that is considered for action by our public bodies.
  • Use of Technology - We have bolstered county operations by utilizing the best software and technology available from Real Estate Services and Land Records to Financial Management and Budgeting. My philosophy is that we can run a county government with the transparency and processes needed for open government, but we can do that by using proven practices from the business world, which creates a better outcome for the taxpayers we represent.
Public Safety, Land Records, Deed and Title Fraud, Public Finance and Budgeting, Public Management, Record Keeping, Public Leadership, Personnel Management, Infrastructure including roads, bridges and public ways, Economic Development.
Two of my favorite historical figures are Theodore Roosevelt and Ronald Regan. Roosevelt because he worked in public service starting as a local official and working his way along, while he never lost his connection to people and his servant mentality. He was also an incredible communicator. Ronald Regan because he was an inspiring leader. His background was significantly different than Roosevelt's. Reagan dealt with major crises early in his presidency and did so with grace even if the outcomes were not perfect from an historical perspective.
But most importantly, I look up to my late grandmother, Lenora Powers. She could do anything, it seemed like. I learned so much from her. She inspired me to always improve and learn from experiences and people. She had many struggles during her life, but lived a life of purpose and conviction. She also mentored my mom, who also inspired me to work hard at all things.
I would recommend someone to read Theodore Roosevelt's "Citizenship in a Republic" speech. It is often referred to as the "Man in the Arena" speech where his famous quote can be found.
An elected official must be a good listener. Should be hard working, and not afraid to face challenges. They should be a collaborator and work well with other people. They must not be afraid of their own beliefs and values. I believe a person in an administrative office such as County Clerk should be a leader. They should be willing to serve and lift others up while finding solutions to problems.

An elected official must surround themselves with people that add to their own abilities. They must be customer service driven, responsible and determined.

A good elected official will act as a trustee of the voters, or one who is put in place to manage affairs on the behalf of citizens.
I am trustworthy, hard working, principled, driven and a good communicator. I enjoy working with my team to achieve our objectives. It is important as a leader that I show my team I'm not too good to do any task, whether it's filing an invoice, or sweeping the floor. To lead a team of public servants, I believe you must create stakeholders in the team. Leading by example helps create and develop those stakeholders.

I would like to leave a legacy of hard work, attention to taxpayers and customers, and public innovation. I like to find new ways to tackle old and constant problems. I would like to be remembered as someone who was relentless, innovative and dedicated to public service.
The first world event I remember paying attention to was the Gulf War - Operations Desert Shield and Desert Storm. I was 10.

I think the first world event I remember being involved with was the presidential election in 1992. I was the self-appointed chair of the Bush/Quayle campaign at my middle school. I was 12.

Of course, the first major disaster or significant disruption I remember is the Murrah Building bombing in Oklahoma City in 1995. I was 14.
My first job was mowing several lawns in my neighborhood starting when I was 12 years old. By 16 years old, I could get a "real job" by law and went to work for Sahoma Lanes Bowling Center. It was a incredible job and I still love the place and take my kids bowling there often!
The Edmund Morris biographies on Theodore Roosevelt. The Rise of Theodore Roosevelt and Theodore Rex. I'm really fascinated by the life and time so Theodore Roosevelt. He was an accidental president, but one of the most impactful ones in history. His beginnings in public service in local government are super interesting for me. And his principles never wavered.
I grew up in a single parent home. We struggled financially while I was a child. I watched my mom struggle to provide, but we made it happen. It forced me to grow up a little early, but the benefit is that it made me more resilient. I think it helped me understand being able to contribute to a household from a young age. Being a self-reliant 10-year old has some life changing positive benefits.
I'm terrible at remembering jokes.
Thousands of my fellow Tulsa County residents... I'm supported by the the Tulsa Fraternal Order of Police, the Tulsa County Sheriff's Fraternal Order of Police, the Greater Tulsa Area Realtors Association just to name a few.
I believe that financial transparency is one of the keys to the foundation of government for and by the people.
My office is charged as the keeper of financial (and other) records for the county government. I have worked to open those records for anyone to see a full accounting of county funds. We have had those online for seven years. Along with that are all county business documents and contracts/agreements. The people should know all the details and outcomes of the decisions of public officials. I have worked to ensure all of these records are open and accessible.
