On August 7, Republican voters decided businesswoman Lena Epstein would run to defend the vulnerable suburban Detroit seat being vacated by David Trott (R).
Epstein was the top fundraiser, bringing in more than $1.6 million through contributions and self-funding. She was a co-chair of Trump’s 2016 Michigan campaign and emphasized her opposition to DACA recipients receiving a pathway to citizenship as well as her support for repealing the Affordable Care Act and maintaining the U.S.-Israeli relationship.[1]
The endorsement leader was state Sen. Mike Kowall. According to the Detroit Free Press, he was the choice of local Republican leaders and would likely be ideologically similar to Trott.[2][3] Like Trott, Kowall supported a pathway to citizenship for Deferred Action for Childhood Arrivals (DACA) recipients not dependent on funding for President Trump’s border wall and limits on legal immigration.[4] He also supported limiting Russian economic expansion and criticized Trump for calling Canadian Prime Minister Justin Trudeau "weak" after the June 2018 G-7 Summit.[5][6]
State Rep. Klint Kesto, the second-highest fundraiser, made headlines for leading the Michigan House of Representatives' legislative response to the Larry Nassar sexual abuse scandal at Michigan State University.[7] In addition to opposing a pathway to citizenship for DACA recipients, Kesto's campaign website emphasized his support for renegotiating international trade agreements, addressing the opioid crisis, and combatting the Islamic State.[8]
Former state Rep. Rocky Raczkowski was fourth in fundraising. He said he would be an accessible congressman for his constituents and held nearly 60 townhalls while on the campaign trail.[6]
Kerry Bentivolio, who represented the 11st District from 2013-2014 before being defeated by Trott in a Republican primary, also ran. He said he was an effective representative and wanted to bring a common person's voice to Congress. He had raised less than $30,000 as of the second quarter of 2018.[6]
Trump and Mitt Romney (R) won the district in 2016 and 2012, respectively, but Barack Obama won it in 2008. Election forecasters rate it a “Toss-up.”

Kerry Bentivolio
Former U.S. Rep. Kerry Bentivolio ran to reclaim the 11th District after David Trott defeated him in the 2014 Republican primary. He was first elected to represent the 11th District in 2012 with the support of libertarian Republicans Ron Paul, Rand Paul, and Justin Amash. After losing to Trott in 2014, he ran unsuccessfully as a write-in candidate in the 2014 general election and as an independent candidate in the 2016 general election.
His 2018 campaign themes emphasized his record in Congress from 2013-2014 and said he owed "no favors or IOUs to anyone for past political office."[9]
His experience includes serving in the United States Military, working as a social studies teacher, and working as a design engineer in the automotive industry. He received his bachelor's and master's degrees from Michigan State University.
Lena Epstein
Businesswoman Lena Epstein mostly self-funded her run for Congress and tied herself to President Donald Trump after serving as a co-chair of his Michigan campaign in 2016.[10] She had been running for U.S. Senate in 2018 before switching to the 11st District House race.[11]
Her campaign themes were changing the tax code to create economic growth, giving families flexibility in education choice, repealing and replacing the Affordable Care Act, and maintaining a strong relationship with Israel.[12]
Her professional experience includes co-owning her family's business, Vesco Oil Corporation, a distributor of automotive and industrial lubricants. She received her bachelor's degree from Harvard University and her M.B.A. from the University of Michigan.[13]
Klint Kesto
The first Chaldean-American elected to the Michigan House of Representatives, Klint Kesto ran for Congress by emphasizing his support for repealing the Affordable Care Act, defunding Planned Parenthood, abolishing sanctuary jurisdictions, ending corporate subsidies, and increasing investments in the military and veterans.[14] As of the first quarter of 2018, he was the top Republican fundraiser behind Lena Epstein.
Kesto gained media attention in 2018 when he headed up the state House's effort to respond to revelations that Dr. Larry Nassar sexually abused hundreds of gymnasts while working at Michigan State University.[7]
Kesto was first elected to the Michigan state House in 2012. Prior to running for office, he served as an assistant prosecutor for Wayne County, worked as a lawyer, and owned a business.
Mike Kowall
State Sen. Mike Kowall ran for Congress by emphasizing his ties to the 11st Congressional District. His major issues were creating an Autonomous Vehicle Caucus in the U.S. House, increasing investments in the military and veterans, increasing border security, making the individual tax cuts from the 2017 Republican tax bill permanent, and responding to threats from terrorism.[15]
He was the only Republican candidate to say he supported a pathway to citizenship for persons who entered the country without legal permission as children. He said he would likely have preferred a straight vote on the DREAM Act without tying it to other immigration measures sought by President Trump like a border wall and limits on legal immigration.[4]
Kowall was endorsed by Oakland County Executive L. Brooks Patterson, a "major figure in the local GOP establishment" and supporter of David Trott according to Detroit Free Press.[16] He was also endorsed by former candidate Kurt Heise, who said Kowell would have the support of the political establishment in Oakland and Wayne counties and would be able to appeal to independent voters.[17]
Kowell was first elected to the Michigan State Senate in 2010 and became the majority floor leader. Prior to that, he served as president of Accurate Woodworking, Inc.[18]
Rocky Raczkowski
Former state Rep. Andrew "Rocky" Raczkowski ran for Congress by emphasizing what he described as his leadership qualities and expertise on domestic and foreign policy issues.[19] According to his campaign website, he was different from his opponents due to his parents immigration from Poland following World War II, his military and business experience, his tenure in the state legislature, and his transparency on policy issues.[20]
Raczkowski was first elected to the state legislature in 1996. He unsuccessfully ran for the Michigan State Senate in 2014, the U.S. House in 2010, and the U.S. Senate in 2002.[21] He served in the United States Army and was deployed to Iraq in the early 2000s. His professional experience includes owning Imperium Logistics.[11] He received his bachelor's degree from Eastern Michigan University, his master's degree from Central Michigan University, and his J.D. from Michigan State University.[19]

Noteworthy events
Epstein fundraiser cancelled
On June 22, Lena Epstein was notified that a June 27 fundraising event she planned to hold at Franklin Hills Country Club was canceled. Epstein said the cancellation was due to her support for President Donald Trump.
According to Epstein, the club member who called to tell her the event was being canceled mentioned that her political views were part of the reason why. The member also cited security concerns. The club held a fundraising event for Suneel Gupta (D) in May 2018.
“I’m never been bashful about my support for the president but have never shamed anyone for disagreeing with me,” Epstein said. “I will not let this unfortunate deter situation deter me from continuing to support the president or fighting for the people of southeast Michigan.”
Epstein's announcement came days after White House Press Secretary Sarah Huckabee Sanders said she was asked to leave a restaurant in Lexington, Virginia, due to her work for the Trump administration.
Kerry Bentivolio called for all Republican candidates to suspend their campaigns for one day and protest the club's decision.[32] He held the protest on July 2.[33]
Bentivolio lawsuit against Raczkowski
In May 2018, Kerry Bentivolio filed a lawsuit against Rocky Raczkowski for $10 million, alleging that Raczkowski had said that Bentivolio's military record was fabricated at political gatherings.
Raczkowski, also a veteran, said the lawsuit was frivolous and that he expected it to be dismissed.[34] He did say that he had questioned Bentivolio's claims that he received five medals while serving--a Silver Star, two Bronze Stars and three Purple Hearts. According to the '"Detroit Free Press, Bentivolio actually received a Vietnam Campaign Medal with two Bronze Stars.
Bentivolio's lawyer denied that Bentivolio claimed to have received five medals and said that Raczkowski fabricated the story.[35]

As of today, over 70 of the largest companies on the planet have announced that they are bringing millions of these jobs back and along with it, hundreds of billions of dollars in capital investments. Civil Liberties Our civil rights are the cornerstone of our society. The United States is unique in the history of world. We are not unique because we have the most powerful military today or because we have the largest economy today. Many countries before us held those distinctions. We are unique, however, because our Constitution enshrines the rights of the people as inalienable. Our rights, the Constitution says, are not given by the Constitution, but come from God, come from our nature, and are to be protected by the Constitution. Thus, the Constitution declares that every individual should have the same right. Amendments 13, 14, 15, 19, and 26 rightly ended slavery, established equal protection under the law, and guaranteed everyone but aliens, felons, and minors the right to vote. We have rights as individuals, not as groups. We have the right as law-abiding citizens to be free from government invading our privacy. We have the right to protest. The freedom of speech is vital to our society. Where speech is controlled, ideas are controlled, and thus, people are controlled. Any free society must reject that. To do anything else would lead us down a slippery slope toward tyranny. As Congressman, I will oppose any measures to regulate speech on the Internet, or to license and regulate the behavior of Internet service providers (ISPs). And I firmly oppose “equal time” regulations to control political speech. The Constitution makes no distinction between what is good and bad protesting. It makes no value judgments. It is what it is, and I must stand by in defense of the freedom of speech, even for those people who I strongly oppose. We have the right as individuals to engage in political speech free from restriction and intimidation. We have the right as individuals to join a union, or refrain from doing so. We have the right, as individuals, to our life, our liberty, and our property. These are our natural rights, and we must defend them. As your Congressman my primary duty is to protect those God given rights, NOT take them away. Our Republic Yet the federal government has an incredible amount of influence over our lives, and it is only getting more intrusive. The 10th Amendment of the US Constitution makes it clear that the Federal Government is not all-powerful. It has limits. In particular, any right that the Federal Government has not been explicitly granted is reserved for either the States or the people. Our founders clarified this so that the Federal Government would not create so much inertia that we would lose the independent identities of the several States and so that we would not lose the ability to use the States as laboratories for legal experimentation.Yet, inertia has won out . . . for now. Activist judges have artificially increased the supposed meaning of the Commerce Clause and other powers to create an unimaginable scope of federal control. Our founders would be appalled by the ever-increasing size and scope of centralized interference in our lives. As a Congressman, I will scrutinize legislation that abuses the commerce power or other federal powers. I will seek to return more power to the States and to the people. I will seek to return power to the states, and to the people, where it belongs. I will do all possible to persuade the Senate to vet judicial candidates carefully to ensure they understand and appreciate the limits of federal power under the 10th Amendment. America's Energy One thing that both sides can agree on is we all want clean air, we all want clean water, and we do not want to pollute our environment. Nobody wants that, including Congressman Bentivolio. The Congressman believes in an “All of the Above” approach. Over the past several years, our nation has made great strides in diversifying our energy usage. Several automanufacturers have all but perfected the use of battery power. Solar companies have made great strides in utilizing this source of power to heat homes and provide electricity. These are just a few of the means by which we can continue to grow into for clean energy as a nation in the future. However, until we are able to utilize these means and others sufficiently, we must still use coal and oil to run our nation. The Congressman was in full agreement with the President when he opened up drilling expansion, and this has for the time in over a half-century allowed America to get out from under the punitive economic hammer of Saudi Arabia and other Mid-East nations. The Congressman believes and will continue to support the exploration of alternative energy sources, but until we can (as a nation) fulfill all our needs, we still have to remain practical with what is available. |

Healthcare Immigration Reform We also need to use technology more efficiently to ensure that the individuals we are allowing through our borders as residents are going to be productive members of society. One way would be to go back to the requirement that immigrants have a sponsor. This would create a safety net with family and friends which would be more effective. As for DACA and pathways to citizenship, these individuals came here not through their own choice; they were just children. Yet they still entered the country illegally. There should not be a pathway to citizenship for these individuals, but rather a different, legal, permanent status. Foreign Affairs When there is an immediate military threat, the President should be allowed to defend us. But when the President wants to make a declaration of war, Congress should decide. The military should also be allowed to be sent by the President into areas to help with disasters and humanitarian efforts when it is in our national interest to do so. Iran The Iran Nuclear deal was a terrible deal from the start because one result of lifting sanctions on Iran resulted in the increase of Iran’s military presence in Syria, the sunset provisions on uranium enrichment and other key components of nuclear arms development will result in Iran ultimately being able to develop nuclear weapons. That would be disastrous for Israel and the entire region. The larger regional issues with Iran continue to be one of the greatest challenges to the national security of the United States and Israel. Paris Climate Accord The Paris Climate Accord was bad for American businesses and families that rely on affordable energy. The Accord will have a very minimal impact on climate change, especially when foreign countries do not abide by the terms of the agreement. Trade Opioid Crisis 1) More incentives and better electronic record management needs to be encouraged and available across state lines; 2) Comprehensive treatment facilities that will address the addiction, and physical and mental health issues that contribute to the use and dependency on these drugs; 3) Ensuring that our pharmacists have more control over prescribing these drugs, where fraud is suspected; 4) Making sure that people have a variety of ways available to dispose of unused medicines; 5) Swift and immediate prosecution of professionals who abuse their licenses and illegally provide opioids to patients they know do not need them medically; 6) Incentivizing the FDA to continue research and approval of alternative medicines for pain management. Foreign Policy I support a strong U.S. foreign policy that stands with our allies, holds rogue nations accountable, and aggressively combats terrorism. Military and Our Veterans The men and women who put their lives at risk to protect our freedoms deserve more than our gratitude – they deserve loyalty and support. That doesn’t end when they take off the uniform and reenter civilian life, that remains our vow. For the last three years, I’ve traveled the state to present nearly 10,000 Vietnam veterans with service pins recognizing their valor and their sacrifice and commemorating the 50th Anniversary. In 2017, the VFW named me their “Michigan Legislator of the Year,” and in 2016, the Vietnam Veterans for American awarded me their “Certificate of Appreciation. As a member of Congress, I will make sure we rebuild our military, support our troops with the best equipment available, and provide for their health and welfare when they return. Taxes Michigan taxpayers will save millions from Republican Tax Reform. In the 11th District alone, the average middle class family of four will save $4,111 a year in taxes. As a result, businesses across the country have given bonuses to their employees, including General Motors, which gave every hourly worker a $11,750 bonus. Reforming our tax code is key to growing our economy and creating new jobs and as a member of Congress, I will fight to make the tax cuts permanent and other ways to ease the tax burden. I will also push the end the Death Tax, which double-taxes our family farmers and businesses. Balancing our nation's budget is the first step in tackling our out of control National Debt! Currently, there is nothing balanced in the spending of Washington. Is this really what we want? The answer is a resounding NO! We need common sense policies that will prevent future recessions and prevent Washington bureaucrats from picking winners and losers. ECONOMY Cutting business taxes and repatriating corporate earnings that are currently being held off shore will revitalize the economy, and will bolster private sector employment. Furthermore, I will work diligently to defeat tax increases imposed on our Michigan businesses by the former Congress. EDUCATION I support the bi-partisan Every Student Succeeds Act (ESSA) because it is designed to reduce the federal government's role in K-12 education, and prevent Washington bureaucrats from promoting one-size-fits-all programs like Common Core. The ESSA also empowers states to set their own academic standards. I am a strong supporter of the high standards and local control which will ensure success for our children and our nation's future! ENERGY We need to build a new energy economy that creates jobs by developing energy technologies and fuels here in the United States that support manufacturing. This economy should NOT be based on higher taxes, more regulation and more government leading to suppress our growth as a nation. ENVIRONMENT I understand that some environmental rules and regulations are a complex maze that stifle the economic growth of our nation. For this reason, I favor allowing state exemptions when applicants come forward with free market approaches that both protect the environment and spur economic growth with job creation. This strategy worked with welfare reform in the ’90s and can work today to make sure our nation and the State of Michigan have a diverse and reliable supply of energy and a healthy economic environment. GOVERNMENTAL TRANSPARENCY As a hunter/fisherman, it is important that we maintain our environment. Quality clean water is one of the most important gifts we can pass on to our children and future generations. RUSSIA I believe that we should work with Russia in our common fight against violent Islamic extremist terrorism, although, we should also take a strong stand against the Putin regime and their meddling in our economy, military and internet transactions. I strongly support the nations that formerly comprised the Soviet Bloc. We MUST seek to strengthen the Russian border region through economic, diplomatic and military means. We should also exercise our Cyber Security Directorate within the Department of Defense to protect our web operations. This hardens the ability for Russia's regime to further attempt to bring down our nation and our economic interests SANCTUARY CITIES, COUNTIES & STATES SECOND AMENDMENT I agree with the administration’s steps to aid the law enforcement community by supporting our citizens’ ability to protect themselves. Furthermore, I will uphold Americans’ Second Amendment rights at every level of our judicial system. SEQUESTRATION I pledge to work for smart, targeted and real spending reductions, that do not harm our military personnel, our weapons systems and our overall national defense. It's time Congress does its job by cutting fat in the budget without arbitrarily hurting our armed forces or the ability to defend our nation. As a former soldier, I understand how to accomplish this and will work to keep our nation strong and free. SOCIAL SECURITY I firmly support its preservation, and will protect, Social Security for retirees. I will work to ensure that the program remains solvent for future generations. Period. I also believe we should repeal all tax hikes on Social Security benefits, and am committed to regular cost of living adjustments (COLA) to fulfill our promise to seniors. The government must learn to live within its means without the financial theft from the taxpayer. TAXES I strongly believe that it's not that we have a national income problem. I believe we have a national spending problem. As the Representative from Michigan, I am not interested in being liked. I am more interested in being respected and standing up for individual freedom and economic growth. I agree with President Reagan when he said, “You can't be for Big Regulations, Big Taxes and Big Government, and still be for the Little Guy!” TRADE I do not support trade deals, or tax incentives that ship American jobs overseas. Federal bureaucrats should NOT be in charge of picking winners and losers when it comes to trade policy and tariffs. I support free trade, but it must be fair and not just 'free' in title only. More importantly, I will NEVER support a trade deal that poses a threat to American National Security. Business in the United States is taxed higher than in any developed nation in the world. Many in the Democratic party don't believe we have a spending problem, which has led to higher taxes on American small business and outsourced jobs to countries like China! TRANSPORTATION VETERAN ISSUES Furthermore, I was proud to be in attendance at the White House, in 2017, when the President signed the Veteran Accountability Act - making sure that our Veterans are receiving the care and respect they have earned. WAR ON TERROR FEDERAL REGULATIONS HEALTH CARE & AFFORDABLE CARE ACT (aka: OBAMACARE) I stand firmly against a single payer health care system. This so-called Medicare for All will destroy health care innovation, and will give patients fewer options for health care emergencies. This policy will lead to the rationing of individual health care. My heart is with the patient and I will always fight for our families to have every option they seek to treat life threatening health issuses. I will also support common sense health care reform, and will fight to repeal the bureaucratic takeover of health care. I will work to restore the funding in Medicare that our Seniors depend on and were cut in the Affordable Care Act of 2009. IMMIGRATION As a son of legal immigrants to our great country, I support legal and sponsored immigration programs to our nation. This means that when you come to The United States, you are committed to making it better, and not trying to change our values and individual rights. I strongly believe that we must enforce and protect our borders, and will support efforts to do so! I am firmly against illegal immigration, and I will work to make sure that those who knowingly employ illegal workers are fined and held criminally responsible for their actions. We must enforce e-Verify Employment Checks. In addition, I support enforcement of the security of our borders and will work to stop sanctuary cities. Furthermore, I do not support the current Federal EB-5 Visa Program. This program allows individuals to jump ahead of the immigration line by paying $1 million dollars, and promising to create 10 Jobs in the US, within a year. The initial thought behind this program sounds fair, but isn’t because it places wealthy individual immigrants ahead of current U.S. and Michigan citizens for contract competition and work projects. We must support laws that treat everyone equally. IRAN, SYRIA, NORTH KOREA & OTHER ENEMIES OF THE USA In dealing with Syria, Iran and other nefarious nations with global goals of evil intent, we must always exercise our diplomatic efforts, but those efforts should not include paying for peace. This action will reward and further encourages evil acts. We must use all the tools within our national tool box to enforce our diplomatic agreements, but we must also use our economic power to stop evil actors. Lastly, we must be prepared to use our military assets when our nation, and our citizens are threatened. As a student of foreign policy and international cultures, I will stand ready to support our State and Defense Departments with good counsel and legislative support. LIFE MEDICAID The solutions that I support include going after those that use and bill Medicaid fraudulently. I also support giving States the flexibility they have requested to manage the Medicaid programs more effectively and in accordance with what is needed most. This allows for local answers instead of one-size-fits-all solutions from Washington. The needs of Medicaid enrollees in Michigan are very different from those in New Mexico. Medicaid billing fraud is also a main driver of costs and services. As a U.S. Representative, I will work to create a billing monitor program for our states and Federal Government to ensure that services are getting to the client, and that the billing is not fraudulent. MEDICARE As part of its $716 billion in total cuts to Medicare, Obamacare cuts Medicare Advantage by $156 billion. Of the more than 50 million older Americans who receive coverage through Medicare, about 15 million, or one quarter, are enrolled in Medicare Advantage plans. Medicare Advantage is extremely popular for a reason –it is operated through the private market, seniors gain access to high-quality and coordinated care with additional benefits that they otherwise wouldn’t get. The additional benefits include vision, dental, annual physicals, nutrition, wellness programs, and prescription drug coverage. Medicare Advantage beneficiaries are generally younger, lower income, minority and female. Obamacare’s cuts to Medicare Advantage will lead to fewer of these plans being available to seniors, and they could lose access to their current doctors and additional coverage options they now enjoy. Washington Democrats voted to cut Medicare. My top priority is preserving and protecting Medicare for seniors and future generations and by giving more choices for our Seniors. MINIMUM WAGE & UNEMPLOYMENT Instead of focusing on increasing the minimum wage, we need to improve our economy by moving people out of low income jobs and into better paying, higher skilled employment. This move will provide stability and opportunity for individuals and their families. Opportunities will be increased as a result of an effective locally operated job training program. Most importantly, a recent non-partisan CBO Report confirmed that while helping a few, mandating higher wages by the government has real costs, including fewer people working and more of them losing jobs. At the end of the day, job creation and higher wages are a product of economic growth, not Washington mandates.
