The ballot title for Proposal A was as follows:
“ | PROPOSAL A A PROPOSAL TO ALLOW FOR THE ESTABLISHMENT OF THE LIBRARY OF MICHIGAN WITHIN THE STATE LEGISLATURE The proposed amendment would: Provide clear authority under the State Constitution for the establishment of the library of Michigan within the legislative branch of state government and require that the library be ad-ministered by laws enacted by the State Legislature. The library of Michigan was transferred by statute from the Department of Education to the legislative branch of state government in 1983. Should the proposed amendment be adopted? YES NO | ” |

A two-thirds vote is required during one legislative session for the Michigan State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 74 votes in the Michigan House of Representatives and 26 votes in the Michigan State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
