Michigan Proposal B was on the ballot as a bond issue in Michigan on November 5, 1974. It was approved.

A “yes” vote supported allowing the state to provide a bonus to veterans who served between January 1, 1961 and September 1, 1974 and allowing the state to issue bonds to fund such bonus.

A “no” vote opposed allowing the state to provide a bonus to veterans who served between January 1, 1961 and September 1, 1974 and allowing the state to issue bonds to fund such bonus.

Ballot title

The ballot title for Proposal B was as follows:

PROPOSAL B

VIETNAM AND OTHER VETERANS BONUS BONDS

The proposal would:

(1) Authorize the state to provide veterans of the Vietnam and other conflicts who served between January 1, 1961 through September 1, 1973 with a service bonus; and

(2) Authorize the state to borrow the sum of 205 million dollars for this purpose; and

(3) Authorize the state to issue general obligation bonds therefor; and

(4) Provide for repayment from the general fund.

Path to the ballot

In Michigan, voter approval is required for state bond issues that exceed 15% of undedicated revenues.

A two-thirds vote is required during one legislative session for the Michigan State Legislature to place a bond issue on the ballot. That amounts to a minimum of 74 votes in the Michigan House of Representatives and 14 votes in the Michigan State Senate, assuming no vacancies. State bond issues require the governor's signature to be referred to the ballot.
