The ballot title for Proposal No. 2 was as follows:
“ | (Proposal No. 2) PROPOSED AMENDMENT TO ARTICLE 10 OF THE STATE CONSTITUTION AUTHORIZING THE BORROWING OF MONEY TO BUILD AND EQUIP HOSPITALS FOR MENTALLY ILL AND EPILEPTICS, TRAINING SCHOOLS FOR MENTAL DEFECTIVES AND TUBERCULOSIS HOSPITALS. No. 2 A Joint Resolution to authorize a bond issue not to exceed $65,000,000.00 for Michigan to plan, acquire, construct and equip hospitals for the mentally ill and epileptics, training schools for mental defectives, and tuberculosis hospitals by amending Article 10 of the State Constitution by adding thereto a new section to stand as Section 24. Shall Article 10 of the State Constitution be amended by adding a new section thereto? Yes No | ” |

A two-thirds vote is required during one legislative session for the Michigan State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 74 votes in the Michigan House of Representatives and 26 votes in the Michigan State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
