The ballot title for Qualifications for Members of the Legislature Amendment was as follows:
| “ | PROPOSED AMENDMENT TO THE STATE CONSTITUTION RELATIVE TO ADDITIONAL QUALIFICATIONS FOR MEMBERS OF THE STATE LEGISLATURE. Shall section 5 of article 5 of the State constitution be amended relative to requiring as qualification of any person for the office of member of the legislature, that the person be at least 21 years of age and that he not have been convicted of subversion or of a felony involving a breach of public trust? YES NO | ” |

A two-thirds vote is required during one legislative session for the Michigan State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 74 votes in the Michigan House of Representatives and 26 votes in the Michigan State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
