Midland Independent School District superintendency (2016)

The superintendent of Midland Independent School District in Texas is the educational leader and chief executive officer of the district. The superintendent is appointed by the Midland Board of Trustees. The board may appoint a superintendent for up to a five-year term. The board must make the candidate's name public no less than 21 days before an official decision is set to be tendered.[1] Ten people have served as superintendent of Midland ISD since the position's creation with the founding of the school district in 1907.[2]

Rod Schroder was appointed as interim superintendent of Midland ISD in August 2016. He assumed his position on September 1, 2016. Schroder was previously the superintendent of the Amarillo Independent School District.

The previous superintendent of Midland ISD was Dr. Ryder Warren, who was appointed to the position in July 2010. He previously served as superintendent of Crane Independent School District, Marble Falls Independent School District and Thorndale Independent School District. He also served as an adjunct professor at Texas Tech University; a principal in both Whiteface Consolidated Independent School District and Crosbyton Independent School District; and an educator in Georgetown Independent School District.[4]

Warren earned a bachelor's degree from Angelo State University, a master's degree in educational administration from Southwest Texas State University and a doctorate in educational leadership from Texas Tech University. He is certified as a superintendent, mid-management administrator, secondary English teacher and secondary physical education teacher. He and his wife, Jill, have three children.[4]

Warren's current annual salary through the 2015-2016 year is $265,000. In 2013, he received a pay increase of $40,000. Of the raise, Board President Richard Davis said, "The unanimity in the vote is an expression of our pleasure with [Warren's] service and our confidence with the implementation of future plans."[5]

Authority

Superintendents of local school districts in Texas are established in the state's Education Code, specifically Title 2, Subtitle C, Chapter 11, Subchapter E. The law states, "The superintendent is the educational leader and the chief executive officer of the school district."[6]

Qualifications

Texas law mandates certain requirements for the certification of superintendents and principals:

Sec. 21.046. QUALIFICATIONS FOR CERTIFICATION AS SUPERINTENDENT OR PRINCIPAL. (a) The qualifications for superintendent must permit a candidate for certification to substitute management training or experience for part of the educational experience.
(b) The qualifications for certification as a principal must be sufficiently flexible so that an outstanding teacher may qualify by substituting approved experience and professional training for part of the educational requirements. Supervised and approved on-the-job experience in addition to required internship shall be accepted in lieu of classroom hours. The qualifications must emphasize:
(1) instructional leadership;
(2) administration, supervision, and communication skills;
(3) curriculum and instruction management;
(4) performance evaluation;
(5) organization; and
(6) fiscal management.
(c) Because an effective principal is essential to school improvement, the board shall ensure that:
(1) each candidate for certification as a principal is of the highest caliber; and
(2) multi-level screening processes, validated comprehensive assessment programs, and flexible internships with successful mentors exist to determine whether a candidate for certification as a principal possesses the essential knowledge, skills, and leadership capabilities necessary for success.
(d) In creating the qualifications for certification as a principal, the board shall consider the knowledge, skills, and proficiencies for principals as developed by relevant national organizations and the State Board of Education.[7]

Appointments

The Midland Board of Trustees appoints the district superintendent for up to a five-year term.[6] When accepting applications for a new superintendent, the board is not required to release those names to the public. Twenty-one days before the final vote on a superintendent's appointment, however, the board must provide public notice of the finalists being considered.[8]

The district is required to provide notice to current district employees of any vacant certified positions, including the superintendency, at least 10 days prior to filling the vacancy. The notice must be posted at a bulletin board at the district and on its website.[8]

Evaluation

The board is responsible for evaluating the superintendent on an annual basis, though more frequent intervals are possible. According to board policy, the board's written evaluation must address the following objectives:

1. Clarify to the Superintendent his or her role, as seen by the Board.

2. Clarify to Board members the Superintendent’s role, according to the Board’s written criteria, as expressed in the Superintendent’s job description and the District’s goals and objectives.
3. Foster an early understanding among new Board members of the evaluation process and the Superintendent’s current performance objectives and priorities.
4. Develop and sustain a harmonious working relationship between the Board and the Superintendent.
5. Ensure administrative leadership for excellence in the District.[7]

Contracts and compensation

The board may decide not to extend the superintendent's contract upon the time for renewal. The basis for this motion could include, but is not limited to, deficiencies pointed out in evaluations, incompetency and inefficiency in duties, or failure to meet the district's standard of professional conduct. If a superintendent wishes to resign, his or her written resignation must be filed no less than 45 days before the first day of the next academic year. With the consent of the board, the superintendent may resign at any other time without penalty.[10]

Dr. Sylvester Perez (2006–2010)

Dr. Sylvester Perez

Dr. Sylvester Perez was the superintendent of Midland ISD from December 2006 until his retirement from the district in June 2010. He earned both his bachelor's and master's degrees from New Mexico Highlands University and his doctorate from Texas A&M University in College Station. Prior to this role, Perez served as superintendent of Mathis ISD, Clint ISD and San Marcos CISD.[16] He also served as a classroom teacher, coach, athletic director, assistant principal and principal throughout Texas.[17]

During his career as an educator and administrator, Perez received the following honors:[17]

  • 2006 Texas Superintendent of the Year finalist
  • 2006 Highlands University Hall of Fame inductee
  • 2004 San Marcos Hispanic Chamber of Commerce Educator of the Year
  • 1999 election (first Hispanic) to the Texas University Interscholastic League Legislative Council
  • 1998 Harlandale ISD Hall of Fame inductee

In 2008, after two years in the district, Perez cited some of his continuing concerns with the district: complicated academic standards, outdated funding formulas and societal issues affecting classroom performance.[16] Perez was responsible for two successful bond initiatives in 2007 during his tenure at Midland ISD.[18] He went on to become the superintendent of San Antonio ISD, the state's 15th-largest district by enrollment at the time.[17]
