Mike Moyle (Republican Party) is a member of the Idaho House of Representatives, representing District 10A. He assumed office on December 1, 2022. His current term ends on December 1, 2026.

Moyle became the speaker of the Idaho House of Representatives on December 1, 2022. Some of the speaker's duties include presiding over sessions of the state House and selecting chairs of committees.[1][2]

Moyle graduated from Meridian High School in 1983 and attended Brigham Young University. He left college after his father was injured in an ATV accident and subsequently took over his family's farm.[3] He also worked as a volunteer fireman in Star, Idaho.[4]

Moyle first ran for the House of Representatives in 1998. He defeated incumbent Dave Bivens by 14 votes in the Republican primary and won the general election unopposed.[5][6] In 2003, he became assistant House majority leader.[3] In 2006, Moyle became majority leader of the House.[7] The Lewiston Tribune's William L. Spence wrote that in his tenure Moyle was "one of the primary authors of Idaho tax policy, as well as the main gatekeeper...on proposals to expand local taxing authority."[3]

On November 30, 2022, the Idaho House voted unanimously to make Moyle the speaker of the Idaho House of Representatives.[1] Idaho journalist Chuck Malloy described Moyle as "likeable and he leaves no one guessing about what he thinks, especially when it comes to taxes. His frankness will put him on the wrong side of his colleagues from time to time, but there is no question about his ability to work through...the legislative process."[8] After a federal judge ruled to end the enforcement Idaho's abortion laws, Moyle and the legislature filed a countersuit that argued that hospitals were not required to enforce a federal care standard for patients. The case was heard by the U.S. Supreme Court as Moyle v. United States. The Supreme Court ruled to dismiss the case on June 27, 2024.[9][10] In 2025, Moyle introduced a bill to reduce Idaho's income taxes, which Gov. Brad Little (R) signed into law.[11][12]

Biography

Mike Moyle graduated from Meridian High School in 1983. Moyle's career experience includes working as a farmer/rancher. He served on the Far West Spearmint Committee and as the fire commissioner of Star, Idaho.[13]

Elections for the Idaho House of Representatives took place in 2014. A primary election took place on May 20, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was March 14, 2014. Jane M. Rohling was unopposed in the Democratic primary, while incumbent Mike Moyle was unopposed in the Republican primary. Rohling was defeated by Moyle in the general election.[20][21][22][23]

  • Excerpt: "I sponsored the Small Employer Incentive Act of 2005 (HB431) which changes the calculation for qualification, which would allow more small businesses to qualify. What this bill does, and what we must continue to do, is create a system that helps small businesses grow and provide good jobs."

Eminent Domain

  • Excerpt: "I worked on, and supported HB525 which amends Idaho’s Local Land Use Planning Act. It protects pre-existing property rights and future development from a condemning authority. Property owners must have land protected from government, and never have the fear that it can be taken away."

Personal Property Tax Elimination

  • Excerpt: "We must provide our businesses with incentives to allow them to grow, provide good wages for employees and build our local economy."

GARVEE

  • Excerpt: "I voted to provide funding for better and safer roads and highways through GARVEE bonding authority in HB657. This bill would provide $134 million dollars to improve our Treasure Valley roads and interstate, and make this improvement before costs continue to increase for materials, fuel and labor."

Air Quality

  • Excerpt: "I voted to improve our air quality by supporting HB586, which provides for a vehicle inspection and maintenance program. I felt that is was [sic] important to protect the Treasure Valley’s air quality and keep our valley clean. HB586 provides exemptions to farmers and heavy machinery. "

Anti-bullying bill

In April 2011, Moyle expected a stalled bill that would have strengthened the state’s anti-bullying law to come back in some form next session. Moyle said there were a few problems with the bill this time around that prevented it from getting a vote in the House.

“The title was wrong on the bill, it didn’t fit what was in the bill," said Moyle. "There was also a word that needed to be changed down at the bottom of the bill.”

Moyle said there was talk of sending it back to committee to make the necessary fixes, but the sponsors of the bill didn’t want to do that.

“There was a lot of controversy around that bill," said Moyle. "Some people were against it and some people really liked it. But, in the end, if the title is no good and a word needs fixing, the bill is no good. I expect you’ll see it again next year and there will be some touch-ups, the title will be fixed obviously, and it will be a better bill.”[30]
