Biography

Mike O'Donnell was born in Melbourne, Australia. He earned a bachelor's degree from the University of Melbourne in 1976. He earned a graduate degree from the Australian Graduate School of Business in 1987. O'Donnell's career experience includes working as an executive director with nonprofit lender Prairie Rose Development Corp.[1]

An Australian by birth, a naturalized US citizen, an economist by education, and, small business advocate / mentor / lender in practice, I operated the University of Kansas Small Business Development Center and taught classes at the KU business school through the 1990’s before relocating to Colorado in 2000 to operate the nonprofit mission-based lender, Colorado Lending Source. Over time, I grew the staff from 3 to more than 40 and assisted thousand upon thousands of Colorado businesses access SBA 504 and other loan programs and create jobs in the state. In 2019, I received a national Lifetime Achievement Award from the Council of Development Finance Agencies for my outstanding contribution to the development finance industry. After “retiring” from Colorado Lending Source towards the end of 2020, I launched a new mission-based nonprofit entity primarily focused on helping underserved and underestimated populations of Colorado small business owners access the affordable capital they need (0% Kiva loans) to start or grow their businesses. I also track business and economic trends, regularly presenting and publishing information to help businesses together with government agencies better plan for the future.
  • Business filing and registration fees, even though amongst the lowest in the nation, nearly support all of the costs of operating the Colorado Office of the Secretary of State. However, for the 2022/23 fiscal year, the Secretary of State is dropping most business fees to $1 necessitating a transfer of $16.71 million in taxpayer funds to support the office. Why?
  • Colorado is primarily a vote-by-mail state although voter rolls reportedly contain large number of non-residents, non-citizens and underage individuals. Removing ineligible voters from the rolls will prevent bad actors from repurposing ballots, restoring integrity to Colorado elections.
  • Technology could easily allow every Colorado voter the ability to "audit" their own vote to ensure (a) that the vote was received and (b) that it was processed correctly. This would also help restore integrity to Colorado elections and provide a model to be emulated in other states.
In November 2019, Colorado had the 9th lowest unemployment rate in the nation. In November 2021, Colorado was ranked 33rd. Responses to COVID decimated the state's small business sector, which is the primary driver of jobs in Colorado. Until the small business sector returns, something the Colorado Secretary of State's Office could play a role in, the Colorado economy will lag behind that of most other states. Colorado taxpayers certainly won't be able to afford to subsidize business registrations in 2022/23 without the loss of other much-needed state-provided services.
The mission of the Office of the Secretary of State is: (to) make government easy and accessible for people in order to further democracy, support economic opportunity for all Coloradans, and demonstrate a standard of integrity and excellence. Furthering and advancing this mission encompass the core responsibilities of anyone elected to be the Colorado Secretary of State. Nothing else.

The Department of State performs several functions, ranging from registering businesses to overseeing elections. It primarily exists to receives and makes information publicly available. It operates, or ought to operate, as a business office. It is more beneficial that holders of the office to have a comprehensive business background.
