Biography

Payment graduated from Currituck High School in 1982 and went on to attend the College of the Albemarle. He began working as an HVAC business owner in 2008. He began serving as a county commissioner in 2014. He previously served in the U.S. Navy. Payment is a member of the Rotary Club and a tribal member of The Sault Ste. Marie Tribe of Chippewa Indians.[1]

What areas of public policy are you personally passionate about?

Keeping taxes low and utilizing tax dollars effectively while cutting unnecessary spending.

Who do you look up to? Whose example would you like to follow, and why?

Ronald Reagan was the President I served under while I was in the Military. His ability to grow a strong economy and earn the respect from foreign countries. He stood up for our country and the flag for it stands for. I have this same belief and passion for our country.

What characteristics or principles are most important for an elected official?

As a business owner, my customers need to be respected and treated properly. This is no different than an elected official. Respect, Listen, Follow up, Do what you say and Own Up to a mistake.

What qualities do you possess that you believe would make you a successful officeholder?

In my 2nd term as County Commissioner serving as Vice-Chair. I was unopposed for my 2nd term showing I earned the respect from all my constituents on working hard for them. During a visit to the White House, Vice- President Pence shook my hand and thanked me for what I do. I have been to Washington representing small businesse as I met with representatives on issues for fair labor laws.

What do you believe are the core responsibilities for someone elected to this office?

Strong Military Reduce taxes Job Growth Protect our Heritage and Economy

What legacy would you like to leave?

Known to be a hard working representative who stayed in touch and served our district well.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

Watergate and I believe I was around 10 years old.

What was your very first job? How long did you have it?

Working for a grocery store through my senior year of high school.

What is your favorite holiday? Why?

Christmas. What it stands for with family and friends gatherings.

What is your favorite book? Why?

No, just the classics

What is your favorite thing in your home or apartment? Why?

Amazing Grace

What is something that has been a struggle in your life?

The recent death of my mother who taught me values and would always say "don't lie and do what you say"

What process do you favor for redistricting?

Spending tax dollars on illegal immigrants

Do you believe that it's beneficial for representatives to have previous experience in government or politics?

I do not think political experience is a must to do what is right for this country and its citizens.

What do you perceive to be the United States’ greatest challenges as a nation over the next decade?

Growth of our economy and illegal immigration. Balancing the budget and reduce spending.

If you are a current representative, why did you join your current committees?

I believed I had some qualities and background that could be beneficial.

Do you believe that two years is the right term length for representatives?

I believe in terms limits, however it seems like with a 2-year term you are always having to work on the next election.

What are your thoughts on term limits?

I support setting term limits.

If you are not currently a member of your party’s leadership in the U.S. House of Representatives, would you be interested in joining the leadership? If so, in what role?

Being a leader in the party is not an important area for me. If asked, I would consider. I have a specific job to do for our citizens.
