Biography
Mike Saville was born in Pocatello, Idaho. He earned a bachelor's degree from the University of Phoenix in 1996. Before retiring, Saville worked for Thrivent Financial. He previously worked for IBM as a field engineer, service field manager, service planner, and hardware specialist. Saville served in the U.S. Air Force from 1962 to 1966.[1]

Born in Pocatello, Traveled to 3 other states with my US Air Force Dad to Illinois, Georgia, and Panama Canal Zone. Enlisted in US Air Force at age 18, maintained electronics on a Bomber in Germany 3 years. After Honorably Discharge, IBM hired me in Pocatello as a Field Engineer., IBM moved me to Rochester, MN and then to Los Angeles as a Field Service Manager. IBM moved family ot Salt Lake City and retired after 32 years. Aid Association for Lutherans/Thrivent hired me as a Financial Representative in Northern Utah. Retired after 13 years. Build a home in McCammon. Community Service since 1974 - US Junior Chamber of Commerce, Republican Party Voting District Chairman South Jordan, UT, Utah Junior Chamber International #32790 Utah State President and National Vice President, Idaho Legislative District 28 Chairman, and Rotary. Hobbies include Fishing, Camping, Traveling Overseas and USA, Technology including Computers and Amateur Radio.

I returned to Idaho after 30 years away in the Corporate World and Retired after building a home in McCammon. I watched as our neighbor's children first, second, and third graders get on the School bus at 6:45 AM and later dropped off at 4:45 PM. A long day for a First Grader. A 4th grader told me he did Not like school because his text book was 10 years old with torn out missing pages. Teachers buying Chrome Computers from wages to teach a mandatory class. The Super Majority Political Party has driven State Education Funding to the Cellar, 50th lowest in the Country with Continuous Corporate and Large Land owner Tax Cuts for 3 decades. The resources in schools are minimal, teachers buy teaching and technology to teach mandatory classes. Parents are asked to buy Janitorial Supplies. The Super Majority has been very kind to Corporations and the wealthy, shifting tax burden to those who can least afford taxes. Idaho is Not Poor, the Tax Cuts in 2006 were Tax Shifts and need to be reviewed and restore State Funding of Education. High Paying Jobs, Economic Development, Corporations moving to Idaho bringing with them high paying jobs, filling the unfilled 6,000 STEM jobs is dependent on a Competitive Education of Idaho Children. The employees of those Corporations will Not move to Idaho because of the poor funding. too many Tax Cuts for Corporations and Wealthy Land owners.
Many in Business, Entertainment, and Politicians. When I went to the 4th through the 6th grade in Illinois, we were taught about President Abraham Lincoln. He was a Great man from humble upbringing and kept the United States, United during the Civil War. Franklin Delano Roosevelt, Teddy Roosevelt, Eisenhower, John Kennedy, Lyndon Johnson, Patton, Ghandi, Jesus, Obama, Edward R Murrow, Paul Harvey, Walter Cronkite, Winston Churchill, and countless others who were leaders, teachers, and helped people, the poor, and the down trodden. I learned to be Competitive but also Compassionate for others. I guess traveling overseas on Vacation to 28 countries, including China, Australia, and Russia, everyone wants the best for their children and them selves. The leaders in the past that I named were those who did what they could to make people's lives better and happier. At 19, in Germany, in the US Air Force, I worked part time every weekend for 2 years at an Armed Forces TV station. I saw the Power of TV. As an Amateur Radio Operator since a teenager, I talked with thousands of Hams around the world. When we toured Russia I spent the day with a Russian Amateur Radio operator in Moscow and for 3 hours on the Moscow Freeway in Los Angeles traffic I asked questions about Russia, In the 21 day tour of China, the Bullet Trains, the energy of the Chinese that reminded me or the 1950's rise of the Middle Class. Today, American is divided by Foreign owned media, billionaire Talk Radio that divides the Country and Angry White men, that History says we are at Risk of losing our way of life. With only 50% of people exercising their right to Vote, and Voter Suppression so many ways, we better correct the Media and recognize Americans are being Lied to and given mis information that is Critical to maintain our Democratic Republic, History and previous Leaders can get American back on the Right Track.
Yes, the books written by Frank Church and his wife Bethine. Abraham Lincoln Principals of Leadership, many of hundreds of History books of decisions made by Presidents. I have a library of over 1,000 books and most are non fiction that include History, Politics, Financial, Military Leaders, Civil War, WWI and WWII, Korea, Vietnam, and the continuous Wars since 2001. My 2 year experience as a part time weekend production assistant at the Armed Forces UHF TV station at Spangdahlem AFB, Germany taught me the the incredible influence of Television. I had to read President's Report to the Armed Forces every week for those 2 years as the build up of Vietnam and the draft. As a result of that 2 year experience, I became a News Junkie that today has allowed me to distinguish between poor information aka Lies and what is Truth. Satellite and the Internet has allowed America's Political Enemies like Russia to have access to every smart phone in America's homes since 1980 that has led to mis information and division. Unlike the days before 1980 where the only access was via Short Wave, I have listened to since I was a teenager. People are being manipulated and people, especially Seniors are unaware of the manipulation. that are mostly Lies for the benefit of our Political Enemies. My GI buddies went on to professional broadcasting like NBC, AB,C and CBS and through them I followed the changes from News to Entertainment for Profit instead of Public Service and then allowing a Foreign owned Network, Fox News to broadcast that is biased to benefit the Wealthy. 18,000 Investigative Reporters were fired when Media Consolidation allowed 6 Corporations control 80% of what we See (TV), Hear (Radio), and Read (Print). It is above my Pay Grade but the Conservation needs to start as our Democracy requires Truth, Not Ideology that today, in Rural States like Idaho is mis leading People with half truths and lies.
Listen to the People, the Constituents and Lobbies but do my homework, to understand both sides and then make the best decision for the Public Good, not Corporations, Syndicates, or the Wealthy as they have been taken care of very well financially while People who are not really Money Savvy, trusts an elected to do the Right Thing for them, the 40,000 instead of small group of Corporations, Syndicates like Association of ..... , and wealthy people who write $1,000 checks. Making those decisions for the benefit of 500 lobbies is easier than 40,000 constituents. The Lobbies know it is easier to Control 105 Idaho Legislators and Governor than it is to Control and influence 1,300,000 Idaho Residents. It is important to listen and make judgment decision for the benefit of the 40,000 eligible Voters in each of the 35 Legislative Districts, Not just the few who fund a campaign and Lobbies who retaliate the Legislator who has the courage to Vote against a Lobby written Bill. In the next Primary the lobbies will fund another Republican campaign to replace the Legislator who had the courage to Vote Nay for a Lobby written bill. Not all Lobbies are bad for the people but too many in Idaho with their Corporate deep pockets have have more influence than People. I met too many people, especially under age 45 who don't Vote because they their Vote does Not Count. Only 17% trust Government, Anti Government organizations thrive in Idaho, and people who have political ambition to Make Money via elected office move here to make their fortune with inside information aka Political Corruption. Idaho Senator Risch is an example of Making Money via 43 years of elected office with a net worth of $54 to $109 million in Net Worth reported because he is in Congress. Congressman Otter wealth increased rom $8 million in 2005 to $20 million his last year in Congress. Idaho is one of 2 States that does Not Compel elected to disclose their Assets that breeds Political Corruption.
People Skills, Financial Skills, Problem Solving Skills, Analytical Skills, Public Speaking Skills, Investigative Skills, Follow the Money Skills, Negotiation Skills, Respect for other views and Opinion, People are entitled to their own Opinion but not their own facts and I help them understand by providing additional information to help them to make a decision, Smile a lot, know when to keep quiet but also not allow someone to walk away without having the opportunity to listen to my opinion, being Civil and not a Bully, to be Truthful as Truth will not hurt us but making a poor decision for lack of as much information as possible that has long term consequences is what is important, I compete with hard work and win honestly not from a bully pulpit. I don't shy from challenging decisions and willing to take negative press as Leadership is Not a popularity Contest, Determination and Persistence, never lie but admit when I am wrong with new information that will change my initial decision, I respect other people decisions and opinion. Besides the 4 years active duty in the US Air Force, I was fortunate to be hired by 2 Companies that were recognized as on of the 131 Most Ethical Companies in the World, the 32 years at IBM and the 13 years at AAL/Thrivent I guess both Companies had a major influence how, as a family, we have met the everyday challenges of life. At age 9, my Dad in the US Air Force was stationed at Scott AFB, Illinois. I was there for a month where we lived next to a railroad track. The steam engines that went by shook our apartment and I put pennies on the track to see them smash flat. One passing train sprayed me with a Mist, water I Think. A week later I was extremely Ill and confirmed I had the Polio Virus by doctors at Scott AFB and rushed to the Polio Ward in East St Louis to the Polio Ward where I saw Iron Lungs and kids learning to walk with leg braces. After treatment, I was sent home where my Step Mom gave me 140 degree Hot Baths every day., Water was heated on the stove poured in the bathtub and I was put in the tub, I screamed the first week and no neighbors complained. The treatment was those hot baths and hot blankets. The treatment was 12 months and at age 10 was considered recovered. The Salk Vaccine came out 2 years later. There were a lot of kids who contacted the disease that never went to Public School and died an early death. I lost a lot of weight. We moved to a new town and the Bullies beat me up after school. My Dad saw me black eye and bruises and the next day came home with boxing gloves and taught me how to defend myself. The 6th bully picked a fight, and I held my own to a draw. I learned to defend myself and help others who are bullied.
Selling Newspapers at age 6, one day. My Aunt told me I was too little to sell papers on a street corner in Pocatello so I worked only 1 day. I followed older kids from school to the newspaper and got the job. I made 81 cents.

Polio was a pretty tough experience at age 9 through 10. It taught me the value of life and to live it at the fullest. Life is precious and I experienced Poverty and Hunger. Having been married for 52 years with a very strong willed spouse and her support where we might differ allowed me to learn the importance of other people's opinion. My physical size over 6 feet could over shadow a person of lesser height and weight and I learned to Not use my physical size to over power a person who might be smaller in Business and that is why discussion over a table at the same eye level resulted in the best decisions and not allow my size to win an argument.
sdThe Idaho Super Majority Party, the Republicans in 2002 Repealed the Citizen Initiative Term Limits of 1994, the Campaign Finance law adopted in 1995 from Federal Guidelines of $5,000 and $1,000 contribution limits has created "No Term Limit" Lobby Funded Super Majority whose election funds are entirely from a pool of 200 Idaho Registered lobbies from inside to outside the state. These Lobbies, many with Dark Money from ???, pay for Republican election costs while the Democratic Party Candidates receive little or no money in the form of $250, $500, and $1,000 donations. Democrats rely on donations from People of $20 to $100 but the Lobby Money puts the Republican s at a 5 to 1 advantage. Almost Everyone of the 35 Legislative Districts have five times as much money to buy yard signs, billboards, Radio, TV and post card mailings. A Republican State Senator passing through the "Chairs" of School Board, City Council, County Commissioner, Legislative House, to the Senate will, over 20 years, received between $300,000 and $500,000 Lobby Money to stay in office with No Term Limit. Money from "No Term Limit" Republicans from Lobbies passes down through the County to Local School Board elections. Can this be fixed. Montana changed the Maximum Contributions from $5,000 to $680 for statewide races, $1,000 to $180 for State Legislative races maximum $1,800, and the results were those running for Office in Montana talk to People instead of Lobbies and an Independent was elected for the first time in decades in Montana. Lobbies took Montana to the US Supreme Court in 1018 and lost, A gun lobby took Montana to the Circuit court and Lost. A Retired Idaho Supreme Court Justice said "If the Idaho Legislature listened to the People instead of Lobbies, there would be no need for Citizens Initiatives. The Republican Party listens to Lobbies "Quid Pro Quo"
Absolutely Not. The Career Republican Politicians have formed a "Syndicate" of a small group of men who are Lobby Distribution key men, like Bedke, Moyle, Hill, Winder and other "No Term Limit" as long as these men "quid Pro Quo" to the Lobbies and voting for their bills into law. The 2 year election cycle in Idaho for both the Idaho Senate and House is indicative of the pool of 500 Corporate, Syndicate, and wealthy controlling the Idaho Legislature that meets annually and has elections annually. Organizations like ALEC that has a member in the House, Dixon, and in the Senate Sousa, cut and paste the Corporate written bills to pass as their own. If the Republican Legislator does not pass a Lobby bill, in the next two year cycle primary, the Lobby will fund another Republican. The $12,000 annual State Tax Payer funded health care insurance is an incentive to do Lobby bidding along with PERSI. A typical Idaho Republican Senator, elected over 10 election cycle will have received $300,000 to $400,000 from Lobbies to pay for the Campaigns. Having little turnover from those having business or people skills like teachers but the Lobbies will not fund any campaign for. I have the skills from business that allowed me to discover, 90% of the Republican Campaigns are paid for by the 500 Lobbies. None or little is donated to Democrats. Not having a diversified Legislature, 20 years of doing the people's business leads to Political Corruption, making Money from elected office. Mr Risch 43 years and $109 million in assets, Mr Otter $8 million in Congress 20065 and growing to $20 million in 2006. The Republican Party rejected Compelling elected officials to disclose their assets while in elected office like 48 other states. Idaho government is like a Syndicate of 1,000 people that "Make Money" in elected office at the expense of everyone else including those who can least afford taxes and the 320,000 Children since 2006 have less of a competitive education at #50 Lowest.
Bringing Balance to Idaho Government. Transparency and removing the influence of the 500 Lobbies inside and outside Idaho plus the Koch Industries American Legislative Exchange Council (ALEC) who have written bills to pass that benefit Corporations at the expense of People. The Republican Party, since 1995 and earlier have dominated Idaho Politics because of Lobby Money and Corporate Media who have Demonized Democrats for 3 decades with Talk AM and Satellite TV for Foreign owned Fox every day. The Voter fails to realize they have been manipulated by a Clever Billionaire owned media. Reducing the Lobby funding like Montana from $5,000 to $680 and $1,000 to $180 upheld by the US Supreme Court to get Candidates for the Legislature talk to People and Not the small group of Lobbyists. Fair Taxation, not Tax Cuts for Corporations and large land owner and shifting tax burden to those who can least afford taxes like Seniors, Widows, and families aka the People. The Idaho Republican Party has been very kind to Corporations and the large land owners, achieving balance at 50% Democrats and 50% Republican cannot be done over night or in one session, election Campaign Reform is a good starting point. Public Lands access is being locked off and the Republicans are doing nothing. The restrictions to Medicaid Expansion need to cease like other states. Better jobs come with Good Education, the Republican Party has starved K-12 and has not passed Pre-K. Every Country knows education is the key to higher wages, Idaho Republicans are only interested in Profiting from Privatizing at the expense of 320,000 children.
Compromise and work together. Politics is not a WIN WIN WIN arena or Win regardless of the means like paying for the Harlem Globe Trotters on election day in 2018. The Republican Party Campaigns every 2 years are funded by the pool of 500 Idaho Registered Lobbies who write $250, $500, and $1,000 checks that is used for advertising their Candidates filtering down to Legislative, County, City, and School board Candidates via key leadership who have been controlling the Legislature for decades as a result of Repeal of the " No Term Limit" Law passed by Citizen Initiative in 1994 and Repealed in 2002. This has allowed them to Control the Rules and throttle the minority, the Democrats, and pass anything or Not pass anything the Republican Caucus desires especially ALEC Corporate Written bills from Kansas with a ALEC Idaho Legislator in the Senate and House who cut and paste the ALEC bills and introduce as their own. The Republican Governor monitors the various bills, watches the Citizenry activity, and directs the Republican Majority in each body on what bills receive the most Citizenry activity and directs the Republican Leadership to Pass with 51/49% Votes after the Caucus where it is decided who will Vote Aye and who will vote Nay. Rest assured, the Republican Caucus, with direction of the Governor know the Votes needed to "Must Pass" bills for "Quid Pro Quo" to keep those Corporate Lobby Checks flowing into the Idaho Party. The Medicaid Expansion "Side Boards" aka Waivers, Vote in the Idaho Senate in 2019 was 18 Votes Aye and 17 Votes Nay. The Republicans have 28 of the 35 Idaho Senate seats, which enables them to Control every bill with the 28 Super Majority. On the Campaign trail, my 2018 Opponent said "Waivers were the answer to Medicaid Expansion" but in the debate of whether to adopt "Sideboards" this 2 decade Idaho Republican Politician gave a speech and Voted Nay as did 10 others. Until Idaho elects more Democrats, the Republican Syndicate Rules Idaho.
I grew up with Foster Parents and a Grandmother for my first 9 years and later my Dad who was in the US Air Force married a woman who was willing to help raise me. I joined Dad in Illinois as he was stationed at Scott AFB. Shortly, I contracted Polio and spent 12 months recovering. We moved to a small Rural Farming Community where as the 'New kid on the Block" 5 kids picked fights and beat me up after school, the effect of Polio had weakened me. After 5 days, my Dad noticed my black eye, bruises, and the spokes on my bike bent and asked me what happened. I told of the fights, He did not say much at the dinner table. the next day he came home from work with a white box and gave it to me to open, Inside were 4 Red Kids Boxing gloves. My Dad said I am going to teach you how to defend yourself and put on the gloves and we boxed and he taught with a few jabs and how to hold the gloves. Sure enough the next day the 6th bully picked a fight and we fought to a draw and an older kid said Mike's OK he is one of us. That lesson taught me that it is better to talk and compromise than battle, however, it also taught me the importance of having skills to know when to keep quite. The family moved to Georgia and the Panama Canal Zone where at each school wear making friends was important. As an adult in the US Air Force 4 years, Corporate American for 32 years at IBM including management in Los Angeles, and the 13 years at Thrivent Financial managing a client base of 1,000 helping provide Financial Solutions for their families, I learned how to Communicate, not use a "Bully Pulpit" as it was important for a person, who might disagree initially walk away from a discussion feeling good without "burning Bridges". as other disagreements will arise and it is Not important to Win everything. Business and Politics is a Compromise but rest assured I will do my best to Win but also respect the opposing side.

The Committees that determine State Pre-K - 12 grade State Funding, Taxes where it is determine a balance of Taxation from Sales Tax Exemptions, Business, Agriculture, Property, Cities, and homes. My 32 years at IBM that required making a profit and including management to meet the profit objective, the 13 years I spent at Aid Association of Lutherans/Thrivent with training in Insurance products like Whole Life, Variable Life, Term Life, Long Term Care, Disability, Variable Annuities, Fixed Annuities, Settlement Options, Mutual Funds, and Estate Planning required daily Continuing Education keeping abreast with the changing regulations and laws governing Finance. The wide range of products I was required to know and maintain in order to provide solutions to my clients was an outstanding experience in how Money and Taxation are connected that can benefit families. I obtained the Skills to "Follow the Money" which I was able to determine the Idaho Republican Party elections are funded by 500 Lobbies who do Not donate to Democrats. There is never enough Money and everyone wants to pay less Taxes which means keeping more more money but then there is the needs o the Public like Mental Health, affordable Health care without a family going broke from medical bills, laws that take advantage of Medical Bill stressed families via the County Indigent assistance that puts a lien on a families assets instead of just the Hospital that removes the Confidentiality of HIPAA as a condition to receive County tax payer loans that are a way to transfer assets to those who are friends of the County Commissioners. Idaho is the only state that has this law. Idaho has a reputation for being "Corporate Friendly" and rightfully so thanks to Corporate Lobbies funding Republican elections. Campaign Finance Reform is needed like Montana who reduced the $5,000 statewide limit to $680 and $1,000 limit to $180 with a cap of $1,800 maximum that has incentivized Politicians to "Talk to the People".

Not elected but with the Repeal of Term Limits, the leadership is decade long Republicans who make the Rules and run the Legislature sessions with an agenda aligned with more attention paid to Corporate Lobbies than the People of Idaho. A Retired Idaho Supreme Court Justices gave a speech where he said "If the Idaho Legislature would Listen to the People, there would be no need for Citizen Initiatives, the 2,000 Volunteers who met with 105,0000 signatories to by pass the Republican Super Majority obstruction of 6 years, turning away $2.4 billion Federal Taxes for Medicaid Expansion for Low Income Idaho families. The Campaign Finance laws has enabled a Republican to stay in office for life if they desire and the Lobby Money makes it so. A 20 year Idaho State Senator elected at School Board, City Council, County Commissioner, State House, and then to the Idaho Senate, thanks to the 500 lobbies that pay for Election Campaign expenses will have $300,000 to $500,000 Lobby Money fund those 20 years in Public Office. Until that is fixed like Montana where the US Supreme Court rules against the Lobbies who lost, every state can adopt lower campaign donations than the $5,000 and $1,000 Federal Guidelines. Idaho has its own Citizen's United that allows the Republican Party to Control Idaho Politics for decades. Countless examples, especially Gun Laws, passed in Idaho, the bills originated outside Idaho in return of for the Money and media influence that incentivizes the Idaho Republican Party to "Quid Pro Quo" to those $250, $500, and $1,000 Lobby checks.
Simple before a Bill is considered the number one question "Is it Good Public Policy or does it allow Personal Profit of a Corporation or wealthy Individual?" Who Wins and Who loses? The Special Session called by then Governor Risch in 2006 was promoted as a Tax Cut that needed to pass in August 2006. The Statewide Property Tax was reduced by 3 mils from .0071% to .0068% and to offset the property Tax Cut, Sales Taxes were raised 20% from 5 Cents to 6 Cents. The 2006 law was evaluated 10 years later by experts and determined to b a "Tax Shift" to those that can least afford higher Taxes. The Law also decimated State Funding of education. A 400 child Rural School District State funding was cut from $1,000,000 to $32,000 that could not be replaced with School Tax Levies. Rural School districts that could not replace the lost State Revenue and adopted austerity 4 day school weeks, children selling $7 Christmas wreaths from Walmart for $32 on Friday to play Band and Sports, Parents asked to supply janitorial Supplies, a 4th grader told me he did Not like school because his text books were 10 years old with torn out missing pages, and a 37% Go On Rate. Teachers are expected to pay for a Chrome to teach a mandatory class, and Seniors who graduate are Not prepared to Secondary education that prevents them from being hired for the 6,000 STEM jobs unfilled in Idaho. That 2006 Law and others passed for Personal Profit at the expense of 320,00 K-12 children, 24,000 who have graduated every year since then Governor Risch pushed through the Idaho Legislature and his Super Majority needs to be revisited. Any Citizen Initiative requiring thousands of Volunteer hours are easily Repealed by the Super Majority Republican Lobby financed Party. The multiple Laws passed over the decades that ahs enabled No term Limits and Lifetime Legislators as long as they "Quid Pro Quo" to the 500 Lobbies needs to be addressed.

The 4th Grader at the Bannock County Democrats booth in Downey, Idaho came up to see what the booth was about. I asked him how he liked school? As most 4th graders I leaned when I taught a 5th Grade Junior Achievement Class in 5 45 minute sessions, they are delightfully honest and tell it the way they see it and I found I learned that I might Not be as Smart as a Fifth Grader. No Political bias. The 4th grader answered he did not like School. I asked him why? He answered "Because my Text books are 10 years old with torn out pages". He was with another child friend, not prompted by his parents. From there, I learned of the effect of #50 lowest in State Student funding. At a Capitol of the Day event where Governor Otter in 2016 hosted, the Governor and I sat across the table at the Lunch and I asked "Do children that go to school 4 days a week receive the same Competitive Education as a child who goes to school 5 days a week. He answered "Jury is Still Out". I said Idaho is #49 in spending. He corrected me #49. I said Idaho spends $7,000 per child and the nation average is $11,000. Otter said he knows why other States spend more, as a Congressman he visited a school in Washington DC and there was a Policeman on every floor of the School,, that why they spend $11,000. I said in Wyoming, they spend $16,000 per child and they don't have a policeman on every floor. Governor Otter sat back in his chair, hesitated, and said "Are You Gonna Talk or Am I gonna Talk". My wife and I along with the Idaho State Journal reporter and a few Democrats laughed and I told, No Governor, I am here to listen to you. He returned to the podium and gave 45 minute State of the State and finished and asked if there were any questions. Most of the 70 in the room were staff and Republicans did not raise their hand, but I did and Governor Otter said "Oh No, Not that Saville guy, where is that Reporter?" The room laughed but he took my question. I leaned a lot at that luncheon.
