The 6th Congressional District of Minnesota held an election for the U.S. House of Representatives on November 4, 2014. Tom Emmer (R) won election to his first term in Congress, replacing Michele Bachmann. He defeated challengers Joe Perske (D) and John Denney (IND) in the general election.[4]

Voter registration: To vote in the primary, voters needed to register on election day, or pre-register by July 22, 2014. For the general election, the voter registration deadline was October 14, 2014 (21 days days prior to the election).[8]

Incumbent: On May 29, 2013, incumbent Michele Bachmann (R), who was first elected in 2006, announced she would not seek re-election in 2014.[9]
The 6th District includes Benton, Sherburne, and Wright counties as well as portions of Anoka, Carver, Hennepin, Stearns, and Washington counties.[10]

On July 30, 2014, the U.S. House approved a resolution 225 to 201 to sue President Barack Obama for exceeding his constitutional authority. Five Republicans—Thomas Massie of Kentucky, Paul Broun of Georgia, Scott Garrett of New Jersey, Walter Jones of North Carolina and Steve Stockman of Texas—voted with Democrats against the lawsuit.[18] Bachmann joined the other 224 Republicans in favor of the lawsuit. All Democrats voted against the resolution.[19][20]

Race background
The Minnesota sixth district was a close race in 2012, with Michele Bachmann securing a victory by a 1.2 percent margin. Minnesota's 6th District was included in the Democratic Congressional Campaign Committee's "Red to Blue List," which identified districts that the organization specifically targeted to flip from Republican to Democratic control.[36] The district leaned Republican with Cook Political Report giving it a Partisan Voter Index rating of R+8.[37] Both candidates ran as conservative choices, with Jim Graves offering himself as a less extreme option than Bachmann.[38]Bachmann faced declining voter approval, with 59 percent of voters saying they had an unfavorable opinion of her.[39] Michele Bachmann outspent her opponent, spending $22,725,128, while Graves spent $2,279,384.[40]
Democratic Super PAC House Majority PAC listed incumbent Michele Bachmann (R) as one of 10 they were targeting as vulnerable Republican incumbents in 2014, with the focus on those holding competitive seats.[41]

Tom Emmer was criticized for his appearance in an ad for Integrity Exteriors and Remodelers, Inc., a home remodeling company that he endorsed after announcing that he was "running for Congress in Minnesota's 6th Congressional District," while standing in front of an "Emmer for Congress" sign.[42]
The ad raised legality issues, depending on who paid for the ad. If the company paid for the ad, it could have been a violation of campaign finance laws since corporations are forbidden from donating directly to campaigns.[43]
Emmer's campaign claimed they had asked Integrity to stop running the commercial because "[i]t was not Tom's intention for this testimonial to be used in a broadcast capacity or advertisement for the campaign."[42][44]

On November 2, 2010, Michele Bachmann (R) won re-election to the United States House. She defeated Tarryl Clark (D), Aubrey Immelman (I), Bob Anderson (Independence) and Dennis S. Ferche (I) in the general election.[46]
