Rick Nolan (D), who won re-election in 2016 by less than one percentage point, announced in February 2018 that he was not seeking re-election.[1][2][3][4]

This made Minnesota's 8th Congressional District the 199th most Republican nationally.[8]

In the 2016 presidential election, Hillary Clinton (D) won Minnesota with 46.4 percent of the vote. Donald Trump (R) received 44.9 percent. In presidential elections between 1860 and 2016, Minnesota voted Republican 50 percent of the time and Democratic 47.5 percent of the time. In the five presidential elections between 2000 and 2016, Minnesota voted Democratic all five times.[10]
