Getting measures on the ballot

Citizens

In Minnesota, citizens do not have the power to initiate statewide initiatives or referendums. As of 2019, voters of Minnesota had voted on ballot measures to authorize a statewide initiative and referendum process in 1914, 1916, and 1980. Voters rejected the ballot measures.

Legislature

The Minnesota State Legislature can refer statewide ballot measures, in the form of constitutional amendments, to general election ballots. Minnesota requires a simple majority vote (50%+1) in each legislative chamber during one legislative session to refer a constitutional amendment to the ballot. That amounts to a minimum of 68 votes in the Minnesota House of Representatives and 34 votes in the Minnesota State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
