A simple majority vote is required during one legislative session for the Minnesota State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 68 votes in the Minnesota House of Representatives and 34 votes in the Minnesota State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.

Ratifying an amendment requires a 'Yes' vote from a simple majority of all voters casting a ballot in the election, rather than a simple majority of those voting on the question.
