The Minnesota Approval for Notaries Public Amendment, also known as Amendment 3, was on the November 4, 1980 ballot in Minnesota as a legislatively referred constitutional amendment, where it was defeated. The measure would have removed the requirement of senate approval for notaries public.[1]

Although the measure gathered more "yes" votes than "no" votes, Minnesota requires that the majority of all voters vote "yes" in order to pass an amendment. In 1980, there were 2,079,411 total voters, requiring a vote of at least 1,039,706 to pass a measure.
