The Minnesota Betting on Horse Racing Amendment, also known as Amendment 3, was on the November 2, 1982 ballot in Minnesota as a legislatively referred constitutional amendment, where it was approved. The measure permitted the legislature to authorize on-track pari-mutuel betting on horse racing.[1]
