Minnesota Investment of School Funds, Amendment 3 (1912)

The Minnesota Investment of School Funds Amendment, also known as Amendment 3, was on the November 5, 1912 ballot in Minnesota as a legislatively referred constitutional amendment, where it was defeated. The measure would have authorized the investment of school and university funds in first mortgages on improved farms.[1]

Although the measure gathered more "yes" votes than "no" votes, Minnesota requires that the majority of all voters vote "yes" in order to pass an amendment. In 1912, there were 349,678 total voters, requiring a vote of at least 174,840 to pass a measure.
