The Minnesota Loans for Asylum Buildings Amendment, also known as Amendment 2, was on the November 7, 1871 ballot in Minnesota as a legislatively referred constitutional amendment, where it was defeated. The measure would have authorized state loans for constructing an asylum facility for the insane, deaf, dumb and blind, as well as a state prison.[1]
