The Minnesota Property Owner Voting Amendment did not appear on the November 2012 ballot in Minnesota as a legislatively referred constitutional amendment. The proposed amendment would have permitted the owners of agricultural land, noncommercial real estate, or small business properties to vote on local levies where the property is located.[1]

The question would have been presented to voters as follows:[2]
"Shall the Minnesota Constitution be amended to allow the owner of agricultural land or nonhomesteaded, noncommercial real property or the owner of commercial or industrial real property who on that property conducts a small business as defined by law to vote on local levies or referendums where the real property is located?"

The proposed amendment would have amended Article VII, Section 1 of the Minnesota Constitution.[2]

In order to refer proposed amendments to the ballot they must be agreed on by a majority of the members of each chamber of the Minnesota State Legislature. The 2012 legislative session ended before the measure was passed on to the ballot.
