The Minnesota Publication of Charter Amendments Amendment, also known as Amendment 2, was on the November 8, 1938 ballot in Minnesota as a legislatively referred constitutional amendment, where it was defeated. The measure would have changed the requirements for publication of proposed amendments to city and village charters.[1]

Although the measure gathered more "yes" votes than "no" votes, Minnesota requires that the majority of all voters vote "yes" in order to pass an amendment. In 1938, there were 1,144,926 total voters, requiring a vote of at least 572,464 to pass a measure.
