The Minnesota Right to Vote Amendment, also known as Amendment 1, was on the November 7, 1865 ballot in Minnesota as a legislatively referred constitutional amendment, where it was defeated. The measure would have granted the right to vote to all males over the age of twenty-one who were citizens of the United States, persons of foreign birth who declared their intentions to become citizens, persons of mixed white and Indian blood who have adopted the customs of civilization and persons of Indian blood who have adopted the customs of civilization and have passed an examination that pronounced them capable of voting.

This measure was defeated again in 1867 but was passed in 1868.
