Minnesota Senate Counsel Research and Fiscal Analysis
Minnesota Senate Counsel Research and Fiscal Analysis is a nonpartisan, all-purpose legislative service agency that serves the members and staff of the Minnesota State Senate.
Governance
Counsel, Research, and Fiscal Analysis is led by an executive director who oversees the day to day operations of the agency.[1]
Services offered
Bill drafting
Senate Counsel staff provides bill drafting for Senators and review the bills to make sure the follow the author's intent and meet constitutional standards.[2]
Committee staffing
Staff are responsible for being the official research and legal staff for all standing committees in the Minnesota Senate.[2]
Legislative research
Research staff provides nonpartisan analysis of policy research to legislators on request. This includes comparing legislation to other states, looking at policy alternatives, and conduct short and long term studies.[2]
Fiscal research
Fiscal Analysis staff prepares all research and evaluations on the Minnesota budget. In addition, staff are responsible for all oversight on the state budget including monitoring all state and federal funding being spent and received, review all appropriations bills to make sure they follow laws, and help maintain relationships with government agencies, local governments, and the executive branch for receiving state and federal funds.[2]
