The Mississippi Commissioner of Insurance election took place on November 3, 2015, following a primary on August 4, 2015. Incumbent Mike Chaney (R) was first elected in 2007 and was re-elected in 2011 and 2015.[1]

A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Mississippi state law stipulates that an individual can only participate in a party's primary if he or she "intends to support the nominations made in the primary" in which he or she participates. However, this is generally considered an unenforceable requirement. Consequently, Mississippi's primary is effectively open.[2][3]

Results

General

The general election was uncontested. Reform Party candidate Johnny McLeod was set to face incumbent Mike Chaney (R) in the general election, but state election officials removed him from the ballot on September 9, 2015. The three election commissioners, Governor Phil Bryant (R), Attorney General Jim Hood (D), and Secretary of State Delbert Hosemann (R) said McLeod couldn't prove he was eligible to run. The commissioners cited discrepancies in his personal information in public records--different middle initials and dates of birth--in ruling that he could not prove he had lived in Mississippi for five years.[6][5]

Reform Party gubernatorial candidate Shawn O'Hara said that he incorrectly filled out a voter registration form on McLeod's behalf, but that McLeod later filed a correct version. McLeod ultimately did not appear on the ballot, and Chaney won after running unopposed.[5]

Chaney defeated John Mosley in the Republican primary and ran unopposed in the general election.[6][5]

Voters in Mississippi can register to vote by filling out registration forms at county clerk offices. The Mississippi Secretary of State also offers a mail-in application that must be accompanied by a copy of a government-issued photo ID, utility bill, paycheck or bank statement. The Mississippi Department of Public Safety is also capable of handling voter registration as part of driver's license applications. Residents can register to vote up to 30 days prior to the next election.[8]

The following qualifications must be met to successfully register to vote in Mississippi:[8]

U.S. citizenship
At least 18 years old by the next general election
Residency in Mississippi and county of registration for at least 30 days
Not under order of imprisonment for felony conviction
Have not been judged "mentally incompetent" in court

The Commissioner is charged with execution of all laws relative to insurance companies, corporations, associations and fraternal orders, their agents and adjusters. The duties of the Insurance Commissioner are varied and are both administrative and regulatory. The Commissioner is also the State Fire Marshal and directs the investigation of all fires of a suspicious nature. Through the State Fire Marshal Division, the Commissioner administers the Mississippi Fire Prevention Code. The Commissioner, through the Fire Service Development Division, established guidelines, use and accountability for municipal and county fire protection funds. The Commissioner administers the Liquefied Compressed Gas Equipment Law and enforces the National Fire Protection Association Code.[13]
