The Mississippi Regarding Legislative Bills, Amendment 3, also known as Amendment 3, was on the ballot in Mississippi on November 6, 1990, as a legislatively referred constitutional amendment. It was approved. The amendment proposed that the constitution be amended via Senate Concurrent Resolution No. 506. The amendment proposed that the president of the Senate and the speaker of the state House of Representatives sign bills in open sessions; provides that the bill would be read in full prior to its passage, if requested; and allows the bill to be read in title rather than in full.[1]
