The Mississippi Resident Only Initiative Petition Circulation Amendment, also known as Amendment 1, was a legislatively referred constitutional amendment which was on the November 3, 1998 ballot in Mississippi, where it was approved.
The amendment called for amending the "Constitution to provide that only a person who is a resident of this state may circulate an initiative petition."

The language that appeared on the ballot:
- This proposed constitutional amendment provides that only a person is a resident of this state may circulate an initiative petition or obtain signatures on an initiative petition for the purpose of proposing an amendment to the Mississippi Constitution.[1]
