The Mississippi State Librarian, Amendment 5, also known as Amendment 5, was on the ballot in Mississippi on November 7, 1978, as a legislatively referred constitutional amendment. It was approved. The amendment proposed that the constitution be amended: Section 106. The amendment proposed to that any person could be state librarian.[1]
