The Missouri 57% Supermajority Vote Requirement for Constitutional Amendments Measure was not on the ballot in Missouri as a legislatively referred constitutional amendment on November 5, 2024.

This measure would have created a 57% supermajority vote requirement for any constitutional amendment by the state legislature, and a 57% supermajority vote requirement from voters. It would also have amended the Missouri Constitution to say "only citizens of the United State of America, who are eighteen years of age or older, who are residents of the State of Missouri and who are properly registered to vote in the State of Missouri shall be considered legal voters".[1]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Missouri State Senate and the Missouri House of Representatives.

Amendment in the state Legislature

The amendment was introduced on January 10, 2023. The Missouri House of Representatives voted 108-50 to pass the amendment that would require a 60% supermajority vote for all new constitutional amendments on February 2, 2023.[2] The Missouri State Senate amended the legislation, changing the 60% supermajority requirement to 57%, and passed the amendment by 24-10 on April 27, 2023. The final legislation did not pass the House again before the end of the legislation session.[2]
