Ballot title

The ballot title for Amendment 2 was as follows:

Amendment No. 2- (Submitted by the 83rd General Assembly, First Regular Session) Any bill enacted by general assembly and not signed, vetoed or returned by governor within prescribed time limits shall become law. Proposal would have no additional cost for state or local governments.

A simple majority vote is required during one legislative session for the Missouri General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 82 votes in the Missouri House of Representatives and 18 votes in the Missouri State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
