The ballot title for Amendment 3 was as follows:
“ | Constitutional Amendment No. 3 Proposed by the 88th General Assembly (First Reg. Session) Shall there be an annual transfer of a percentage of the funds in the general revenue fund to the "Facilities Maintenance Reserve Fund" for the purpose of maintenance, repair and renovation of state facilities? This proposal would result in the transfer of approximately $5,400,000 from the General Revenue Fund to the Facilities Maintenance Reserve Fund. No impact to local governments. | ” |
Path to the ballot

A simple majority vote is required during one legislative session for the Missouri General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 82 votes in the Missouri House of Representatives and 18 votes in the Missouri State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
