Ballot title

The ballot title for Amendment 3 was as follows:

Amendment No. 3- (Submitted by the 82nd General Assembly, Second Regular Session) Medical benefits for dependents of state officers and employees and dependents of employees of local governments may be authorized by law. Cost to state and local governments for employee health insurance benefits will depend on provisions of laws authorizing benefits and upon insurance plans adopted by those governments.

A simple majority vote is required during one legislative session for the Missouri General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 82 votes in the Missouri House of Representatives and 18 votes in the Missouri State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
