To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Missouri State Senate and the Missouri House of Representatives.

Amendment in the state Legislature

The amendment was prefiled in the Missouri State Senate on December 29, 2022. On March 30, 2023, the Senate voted 30-3 to pass the amendment. The House did not vote on the measure before the end of the legislative session.[2]
