The Missouri Changes to Citizen Initiatives and Referendums Amendment was not on the ballot in Missouri as a legislatively referred constitutional amendment on November 8, 2022.[1]

The initiative would have increased the number of required signatures for initiated constitutional amendments from a number equal to 8% of votes in the previous gubernatorial election in six of the state's eight congressional districts to 10% of voters in all eight of the congressional districts. It would also have required a two-thirds (66.67%) vote to enact any ballot measure. The amendment would have taken effect on January 1, 2023.[2]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Missouri State Senate and the Missouri House of Representatives.

This amendment was introduced as House Joint Resolution 79 on January 5, 2022. On February 10, 2022, the state House passed HJR 79 in a vote of 98-53, with six absent. Of the Republicans, all but 10 voted in favor of the amendment, and all Democrats voted against it except three absent members.[1]. HJR79 did not receive a vote in the state Senate before the legislative session adjourned.
