In order to qualify for the ballot, the measure required approval by a majority of the members of each chamber of the Missouri General Assembly. On April 7, 2011 a proposed bill, HJR 12, was defeated by a House committee.[3] However, on April 22, 2011 the Senate voted 21-12 in favor of SJR 10.[4][5] On April 28, 2011 the similar Senate measure failed to pass in a House committee.[6][7]
