The Missouri Health Insurance Cooperative Initiative was not on the ballot in Missouri as an initiated state statute on November 6, 2018.
The measure would establish the Missouri Health Insurance Cooperative (MHIC). Citizens of Missouri would be able to become members of MHIC. The program would be designed as revenue-neutral, with premiums and out-of-pocket fees set at levels to ensure that revenues are sufficient to cover all costs.[1]

| “ | Shall Missouri law be amended to create a state-run health insurance cooperative provided through the Department of Health and Senior Services, allowing Missouri citizens the choice to participate in the state-run health cooperative that only provides coverage for treatment and procedures deemed medically necessary by the Department of Health and Senior Services; and with premiums and out-of-pocket maximums to be adjusted annually based on a participant's income?
The program is mandated to be revenue neutral. No costs or savings are expected for state and local governmental entities.[3] |

Path to the ballot
Supporters of the initiative were required to collect a number of signatures equivalent to 5 percent of the 2016 gubernatorial vote in six of the eight state congressional districts. This means that the minimum possible number of valid signatures required was 100,126. Signatures needed to be filed with the secretary of state six months prior to the election on November 6, 2018. Six months prior to the election was May 6, 2018.
Winston Apple proposed the initiative. The measure was approved for circulation on March 21, 2017.[1] Signatures were not filed for the initiative.
