The Missouri Income Tax Elimination and Sales Tax Changes Amendment may be on the ballot in Missouri as a legislatively referred constitutional amendment on November 3, 2026.
The amendment would phase out the individual income tax based on revenue growth, allow the expansion of sales and use taxes to include additional goods and services, require state and local tax adjustments to offset revenue changes, and prohibit reinstating the income tax once eliminated.[1]

Path to the ballot
A simple majority vote is required during one legislative session for the Missouri General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 82 votes in the Missouri House of Representatives and 18 votes in the Missouri State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.

- January 21, 2026: The measure, House Joint Resolution 173, was introduced by Rep. Bishop Davidson (R) in the House.
- March 12, 2026: The House approved the measure in a vote of 98-54, with six members not voting. One (1) Democrat and 97 Republicans voted yes; 50 Democrats and four Republicans voted no; one Democrat and five Republicans did not vote.
