The Missouri Initiative Petition Amendment was not on the ballot in Missouri as a legislatively referred constitutional amendment on November 5, 2024.
This measure would have amended the initiative process in Missouri by allowing only U.S. citizens to sign initiative petitions, forbid foreign countries from sponsoring or funding initiatives, required a four-sevenths majority for the state legislature to amend or repeal an initiative that was approved by the people, and passed constitutional initiatives by a majority vote in a majority of congressional districts.[1]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Missouri State Senate and the Missouri House of Representatives.
Amendment in the state Legislature
The amendment was introduced on December 1, 2023. The Missouri Senate voted to pass the measure on March 3, 2024.[2]
