The Missouri Photo ID Requirement for Voting Amendment was not on the ballot in Missouri as a legislatively referred constitutional amendment on November 8, 2022.[1]
This amendment would have enacted a requirement in the constitution for a form of valid government photo identification in order to vote in all public elections. Existing provisions in the constitution require voters to show identification to vote in person, and it does not exclusively require it to be a form of valid government-issued photo id.
The amendment would also have allowed the legislature to provide an exception to the voter ID requirement for provisional ballots. Existing constitutional language allows the legislature to enact exceptions to the requirement and does not restrict those exceptions.[2]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Missouri State Senate and the Missouri House of Representatives.
On March 10, 2022, the state House approved the amendment by a vote of 97-36, with 24 absent. There were six vacancies at the time of the vote. All 96 voting Republicans and one Democrat voted in favor of the amendment. Thirty-six Democrats voted against the amendment.[1] This measure did not receive a vote in the state Senate before the legislative session adjourned.
