To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Missouri State Senate and the Missouri House of Representatives.
Amendment in the state Legislature
The amendment was introduced as House Joint Resolution 20 during the 2023 legislative session. The Missouri House of Representatives voted 108-28 to pass the amendment on April 17, 2023. The Senate did not vote on the measure before the end of the legislative session[2]
