The Missouri Right to Vote Absentee Initiative was not on the ballot in Missouri as an initiated constitutional amendment on November 6, 2018.

The measure would have provided a constitutional right to vote by absentee ballot in person or through the mail.[1]

Text of measure

Ballot title

The ballot title was as follows:[2]

Shall the Missouri Constitution be amended to guarantee all eligible voters the right to vote absentee in person or through mail, with or without an excuse, for a minimum of six weeks prior to the official election date?

State government expects unknown incidental costs. Local governments expect increased costs of $1,700 to $40,000 per election depending on the number of absentee voters, type of election, and election authority planning decisions.[3]

The measure would have added a Section 8 to Article VIII of the Missouri Constitution:[4]

The right to vote absentee shall be guaranteed to all eligible voters, with or without an excuse, both in person and through the mail for a minimum of six weeks prior to the official election date.[3]

Supporters of the initiative were required to collect a number of signatures equivalent to 8 percent of the 2016 gubernatorial vote in six of the eight state congressional districts. This means that the minimum possible number of valid signatures required was 160,199. Signatures needed to be filed with the secretary of state six months prior to the election on November 6, 2018. Six months prior to the election was May 6, 2018.

Emily Waggoner proposed the initiative. The initiative was certified for circulation on January 6, 2017.[2] Signatures were not filed for the initiative.
