The Missouri Submit Legislative Changes to Initiatives to Voters Initiative was not on the ballot in Missouri as an initiated constitutional amendment on November 6, 2018.

The measure would have required that any changes made to approved ballot initiatives by the state legislature be referred to the ballot box for voter approval.[1]

Ballot title

The ballot title was as follows:[2]

Do the People of Missouri want to change the Constitution to prohibit any alterations, amendments, or repeals to voter approved initiative ballot measures by the Missouri General Assembly unless those alterations, amendments, or repeals are also approved by the voters?

The proposal is estimated to result in no costs or savings to state and local governmental entities.[3]

The measure would have amended Section 52(b) of Article III of the Missouri Constitution. The following underlined text would have been added:[1]

The veto power of the governor shall not extend to measures referred to the people. All elections on measures referred to the people shall be had at the general state elections, except when the general assembly shall order a special election. Any measure referred to the people shall take effect when approved by a majority of the votes cast thereon, and not otherwise. This section shall not be construed to deprive any member of the general assembly of the right to introduce any measure, except that any measure introduced by a member of the general assembly and passed by the general assembly that alters, amends, or repeals a measure proposed through the initiative and subsequently approved by the people shall not take effect unless and until it is also approved by the people.[3]

Supporters of the initiative were required to collect a number of signatures equivalent to 8 percent of the 2016 gubernatorial vote in six of the eight state congressional districts. This means that the minimum possible number of valid signatures required was 160,199. Signatures needed to be filed with the secretary of state six months prior to the election on November 6, 2018. Six months prior to the election was May 6, 2018.

Winston Apple proposed the initiative.[1] The initiative was certified for circulation on March 31, 2017.[2] Signatures were not filed for the initiative.
