The Missouri Tobacco Tax Amendment did not appear on the November 2012 ballot in the state of Missouri as an initiated constitutional amendment.
The measure would have allowed voters in Missouri counties and the City of St. Louis to set and control local taxes on cigarettes or tobacco products.[1]
A total of nineteen similar initiatives have been filed with the Missouri Secretary of State.[2]
Text of measure
The ballot title for the petition relating to initiative reform reads:[1]
Shall the Missouri Constitution be amended to allow voters in counties and certain cities to set and control local taxes on cigarettes or tobacco products within their county or city?
The proposal has no fiscal impact (change in costs, savings, or revenues) for state and local governmental entities since it would only modify the constitution to allow the establishment of local tobacco taxes if submitted to and approved by voters.

To qualify for the ballot, the initiative required signatures from registered voters equal to 5% of the total votes cast in the 2008 governor's election from six of the state's nine congressional districts. Signatures on behalf of all initiative petitions for the 2012 ballot were due to the secretary of state’s office by no later than 5 p.m. on May 6, 2012.
