The Missouri Voting and Elections Amendment was not on the ballot in Missouri as a legislatively referred constitutional amendment on November 5, 2024.
This amendment would have provided that only citizens of the United States can vote, provided that voters only have one vote per issue or open seat, provided for partisan primaries and prohibited ranked-choice voting in general elections.[1]

A simple majority vote is required during one legislative session for the Missouri General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 82 votes in the Missouri House of Representatives and 18 votes in the Missouri State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
House Joint Resolution 104
The amendment was prefiled on January 2, 2024 as House Joint Resolution 104 (HJR 104). The Missouri House of Representatives voted to pass the measure on April 15, 2024 by 102-44.[2]
